Job Objective
The purpose of this requirement is to obtain contractor personnel support to conduct data, policy, and program analysis in order to implement management controls that ensure program effectiveness, compliance, and alignment with Department of Defense (DoD), USSOCOM, USN, and CNSWC plans, policies, and directives
Responsibilities
  • Develop and implement program training, awareness, and technical support activities as well as quantitative and qualitative methods for measuring and reporting CNSWC program health and compliance
  • Oversee prevention programs within the NSW Community. Monitor and ensure compliance with DoD/USN drug testing policies
  • Monitor command DAPA and UPC programs for policy compliance. Monitor command Navy Drug and Alcohol Abuse Prevention (NADAP) training to ensure mandatory training requirements are met. Monitor CNSWC operations and situation reports (OPREPs/SITREPs) and The Alcohol and Drug Management Information System (ADMITS) to ensure reporting compliance
  • Collaborate with Office of Judge Advocate General (JAG) to develop a streamlined NSW Drug and Alcohol Case Management Tracker
  • Monitor and analyze drug and alcohol data and trends, ensure policy and procedural compliance within subordinate commands, prepare written reports, and ensure implementation of program mandates as appropriate
  • Manage restricted and unrestricted sexual assault case reporting requirements. Monitor NSW SITREP/OPREPs for any unrestricted reports of sexual assault
  • Support Chief of Naval Operations (CNO) initiatives to prevent and eliminate sexual assaults and sexual harassment and related behaviors to ensure a resilient and ready workforce
  • Promote and present USN "Change the Culture" transformational initiatives, which strike at the root cause of sexual assault and other destructive behaviors such as domestic violence, alcohol and drug abuse, sexism, harassment, and discrimination
  • Manage sexual assault prevention & response points of contact and provide oversight of program execution, initiatives and compliance. Monitor and report NSW's staffing of the SAPR program to ensure trained and credentialed personnel are in places to provide victim support and services
  • Serve as member of USSOCOM SAPR Operational Team (OPT) to synchronize SAPR efforts across the SOF enterprise. Serve as member of Navy Region South West (NRSW) cross functional team (CFT) member working with peers on regional SAPR metrics, trends, analysis, and OPNAV taskers. Serve as member of OPNAV N17 cross functional team (CFT) responsible for implementing top-down policy, answering requests for information (RFI), and various deliverables
  • Serve as member of Command Resiliency Team (CRT) responsible for periodic review of command climate, in order to facilitate and promote an environment of dignity and respect, preserve unit cohesion, good order and discipline, and mission readiness
Minimum Job Requirements/Technical Requirements
  • Ability to operate a Personal Computer (PC) with common/standard business software programs. Be proficient in Microsoft Office applications to include Word, Outlook, Excel, and PowerPoint
  • Ability to communicate clearly and effectively with others, both verbally and in writing
  • Enter data into multiple applications and databases accurately
  • Retrieve, manipulate, and analyze data accurately
  • Design, develop, and present data research findings to diverse audiences
  • Work is primarily sedentary, although there may be some walking or bending involved in activities connected with job performance to include occasional trave
Education & Certification
Bachelor's degree in related field is required or over 10 Years of Project Management experience.
Security Clearance
Active DoD SECRET Clearance required.
