The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, five medical centers, three national labs and more. The staff at the UCPath Center work in a variety of areas including business operations, customer service, quality management, technology, training, human resources and communications.

DEPARTMENT OVERVIEW

Position Summary
Having wide-ranging accounting-related experience, uses expert accounting concepts and standards and organization objectives to resolve complex accounting issues and assignments where analysis of data requires an in-depth evaluation of variable factors and multiple sources of accounting and finance related information. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Determines methods and procedures on new assignments. Internal and external contacts often pertain to accounting and financial reporting matters of significance to the department and the organization. Is considered a subject matter expert and often recognized as an expert externally in the industry. Under the general review of the Finance Manager, the Accountant is the supervising accountant position, managing system-wide UCPath compliance with Federal, multi-state and multi-municipal taxation laws, the federal government's rules and regulations with regards to composite benefit rates, and benefit plan accounting. The incumbent is responsible for interpreting and implementing constantly changing tax regulations and developing policies and procedures to minimize potential financial liability. This position requires both operational accounting and technical skills in a fast-paced, collaborative environment. The incumbent oversees the following key areas of responsibility: 1. Payroll tax (reconciliation of federal, state, and social security accounts and coordinates regulatory reporting 2. Composite Benefit Rates 3. Benefit Plan Accounting 4. Audit, analyze, and reconcile general ledger accounts. 5. Proactively identifies current, potential and emerging out of compliance problems and makes management recommendations to correct issues. 6. Ensure UCPath compliance with GAAP and internal policies. The incumbent will support the ongoing evaluation of department processes/procedures for improvement to drive increased effectiveness and operational excellence. He/She will also participate in special projects such as process redesign and implementation, documentation and training with regards to UCPath (i.e. Pilot, Deployments 1 and 2).

Key Responsibilities

  • 25% Direct development, implementation and maintenance efforts in one or a combination of comprehensive and complex general accounting systems. Direct others in the preparation, maintenance and reconciliation of journal entries and general ledger accounts.
  • 25% Receive accounting department assignments in the form of objectives with goals and the process by which to meet those goals.
  • 15% Accounting and Auditing * Audit and reconcile over 85 general ledger accounts. This includes payroll and benefits accounts, large clearing accounts, and deduction accounts. (benefit accounts, insurance accounts, retirement accounts, and federal, state, and social security tax accounts (includes out of state) and union accounts). Review and approve financial journals. * Analyze and resolve payroll accounting problems, as well as problems related to the interface with other accounting sections (i.e. general ledger and accounts payable. * Prepare financial journals for fiscal closing and balance accounts for year-end process. Coordinate with the appropriate production work streams to account for unclaimed payroll checks and overpayments. * Assist other Payroll Office employees in reconciling accounts and correcting errors or inconsistencies in accounts. * Review system modifications for consolidated billing and assist other departments with adjustments and reconciliation of accounts. * Serve as expert in processing problems from UCPC production work streams, campus locations and UCOP Corporate Accounting. Analyze and provide recommended course of action. * Coordinate and cooperate with internal and external auditors.
  • 15% Training and employee support * Work with employees and departments to resolve payroll tax/accounting related conflicts, issues and problems. * Serve as subject matter expert and/or project leader in the development of training materials, job aids and other employee performance support efforts. * Lead employee training sessions on tax and accounting issues as needed. * The role may mentor and/or provide direction to more junior team members as assigned.
  • 10% Under general review of the UCPath Controller, responsible for directing the collection of information for Composite Benefit Rates, Benefit Billing (direct and consolidated), Benefit Plan Accounting (analysis, calculation and reporting), accounts payable and accounts receivable (preparing summary schedules), and answering questions from departments.
  • 10% Policy and Procedure Development * Has significant impact and influence on organizational policy and process development. Consult with Production Director and Managers of other units in Production and UCOP Corporate Accounting to establish policies and procedures. * Interact with UCOP Corporate Accounting and administrative areas to resolve problems and recommend policy and/or procedural changes as necessary. * Review system releases for impact on payroll tax accounting areas. * Provide guidance to others in the department and may serve in a "lead" capacity on project assignments.


Experience
Required Qualifications

  • Min 4 years supervisory experience in accounting, finance and/or related field
  • Min 8 years experience in accounting and/or finance

  • Has expert level accounting related knowledge and skills: accounting standards, fund accounting, internal controls, journal entry preparation, reconciliation, cost/financial analysis, and reporting
  • Requires an in-depth knowledge of the accounting function.
  • Requires the ability to gather, organize, analyze, and report on data that is complex in nature.
  • Must be able to communicate complex information to management in a clear and concise manner both written and verbal.
  • Must be experienced in use of financial transactions and financial systems, as related to policy, accounting and regulatory compliance requirements.
  • Strong technical aptitude; advanced skills and knowledge of Microsoft Office to include: Word, Excel, and PowerPoint along with common desktop/web applications.
  • Detail oriented, effective at managing multiple priorities under tight deadlines, ability to prioritize conflicting demands, organize time and resources to deliver solid and consistent results for the business, and bring assignments to successful completion.
  • Advanced knowledge of Generally Accepted Accounting Principles (GAAP), including financial accounting and reporting guidelines of the Governmental Accounting Standards Board (GASB), and the Financial Accounting Standards Board (FASB).
  • Demonstrated skill in financial analysis and in reconciling large clearing accounts, from the planning state through completion.
  • Ability to complete complex, detailed accounting transactions that requires knowledge of Payroll benefits and taxes.
  • Ability to recognize, analyze, and evaluate system problems that affect taxes, benefits, and distribution of expenses.
  • Interpersonal skills to interact effectively and diplomatically with senior management, faculty and staff, and to establish and maintain cooperative working relationships with co-workers, managers, and administrators.
  • Demonstrated operational accounting background with ability to operate in a shared services environment.
  • Consultative and collaborative work style; ability to develop and maintain effective working relationships across the organization


Education
Required Qualifications

  • Bachelor's Degree in accounting, finance, and/or equivalent experience in a related field

SALARY AND BENEFITS

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

This position will work a hybrid schedule which includes a combination of working both onsite at the UCPath Center in Riverside and remote in California.
