DESCRIPTION

The Director, Employee Relations reports to the Chief Human Resources Officer and is responsible for Employee Relations across UC San Diego Health, which includes the Health System, Health Sciences, the School of Medicine, the School of Pharmacy, the School of Public Health, and Student Health Services. The Director leads a team of employee relations specialists who perform the full spectrum of employee relations functions.

Receives employee relations department assignments in the form of objectives and determines how to use resources to meet schedules and goals. Works in a highly collaborative manner, interacting with management in human resources and across the organization on employee relations issues of significance to the organization. Responsible for coordinating the review and approval of human resources policies and programs for the organization. Provides guidance to staff members on employee relations issues that are diverse in scope. Develops and manages the accountability measures for the function and direct reports ensuring there is timely management of employee relations issues and sophisticated reporting or data (dashboards) available that displays the organization and team metrics.

Key Responsibilities:
* Works effectively with people of diverse cultures in developing, interpreting and administering HR programs and policies across the organization.
* Anticipates future needs, challenges and opportunities, and collaborates with HR managers and organizational leaders on long range planning. Analyzes problems and recommends solutions to personnel policies and procedures.
* Works with legal representatives, as appropriate, to effectively deal with possible conflicts of significance and importance to the organization.
* Manages professional staff members involved in providing employee counseling, interpretation of policies, equal employment opportunity programs, new employment orientation, and service programs.
* Develops and administers schedules and performance requirements for staff members.
* Assumes responsibility for HR-related actions associated with employee relations staff members.
* Represents the organization at system-wide meetings.
* Recognizes issues that have organization impact or future implications and advises the employee relations function head appropriately.
* Meets annual goals assigned by employee relations function head and remains within allocated budget guidelines.
* Accepts changes in priorities and communicates those changes effectively to assigned staff members.
* Effectively manages assigned staff, including developing individuals and providing cross training.
* Analyzes problems and recommends solutions to personnel policies and procedures.
* Other duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in Human Resources, Business Administration or a related area, and eight or more years of relevant experience; or equivalent combination of experience, education and training.
  • Expert knowledge of employee relations field and related/other subject areas of HR.
  • Experience and proven success leading the employee relations function, ideally within in a large, complex organization.
  • Excellent communication skills. Provides written analyses, recommendations and presentations to various audiences, including leadership.
  • Ability to gain and maintain a thorough understanding of the goals of the organization and ways in which this position can support those goals.
  • Expert knowledge of applicable federal and state labor laws and regulations.
  • Thorough knowledge associated with administering labor/ union contracts, dispute resolution, grievance procedures and facilitation and mediation processes.
  • Highly effective analytical, problem solving, critical thinking and organizational and advanced computer skills.
  • Strong management and organizational leadership skills.
  • Demonstrated ability to handle extremely sensitive, difficult or volatile situations / individuals effectively.
PREFERRED QUALIFICATIONS
  • Advanced degree in a relevant field of study.
  • Twelve or more years of Human Resources experience including the areas of Employee Relations, Workers' Compensation and Disability Management.
  • Five or more years of progressive leadership experience. Demonstrated ability to develop and mentor direct reports.
  • Experience within a large complex healthcare organization.
  • Experience within a higher education setting, including health sciences within a large research university.
SPECIAL CONDITIONS
  • Must pass a background check.
  • Must pass physical, drug screen and TB test.
  • Must be able to work various hours and locations based on business needs.

Pay Transparency Act

Annual Full Pay Range: $112,100 - $216,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $53.69 - $103.69

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
