Brief Summary of Duties

This position will serve as the HR Business Partner for the Office of the CIO (OCIO) and its Information Technology Services (ITS) organization and is the primary point of contact for ITS supervisors/managers and ITS leadership for HR-related services. Reporting to the Director of Finance, Administration, and Personnel, this position is characterized by a high degree of collaboration and coordination in delivering professional-level HR services to support OCIO organizational objectives and strategies in partnership with the campus HR office. The position is responsible for the coordination and delivery of HR services; assessing and anticipating OCIO organizational needs; and working with campus HR and OCIO leadership to develop integrated solutions for a high-performing culture, including implementation of the University of California (UC) system, UCSB campus Human Resources (HR), and Associate Vice Chancellor for IT and CIO (or OCIO) specific HR-related initiatives. The effort assigned to job responsibilities may shift in response to changing goals and objectives and the demands of HR-related initiatives.

Required Qualifications

  • 4+ years of significant, progressive generalist experience in the field of Human Resources that demonstrates HR leadership, advanced knowledge of human resources concepts, best practices, risk implications, and compliance requirements of Federal and State laws/regulations across the full scope of HR functions.
  • Bachelor's Degree in Human Resources Management, Administration or a related field, or an equivalent combination of education and experience.
  • 4+ years of direct experience with the following Human Resources functions: recruitment, employee onboarding, separation and off-boarding, records management, employee relations, compensation administration and job evaluations, and performance management.
  • 4+ years of experience with translating the long-term vision for the organization into HR work plans that align HR priorities with broader goals, measure outcomes, and use feedback to change as needed.
  • 1-3 years of experience interfacing with enterprise human resources systems and with extracting data and information from such systems in support of analysis, reporting, tracking, etc.
  • 1-3 years - Highly skilled in communicating clearly and effectively verbally and in writing. Possesses well-developed active listening skills.
  • 1-3 years - Demonstrated ability to clearly and effectively share information, seek input from others, and adapt communication to diverse audiences.
  • 1-3 years - Strong interpersonal skills and the ability to work successfully as an individual and as part of a team and/or serve as a team leader. Ability to collaborate, influence and command the respect and confidence of campus partners and have the capacity to deal with a wide range of relationships and situations.

Preferred Qualifications

  • 1-3 years of experience in Project Management is beneficial for overseeing HR-related projects and initiatives from conception to implementation. This includes setting timelines, allocating resources, and ensuring successful project delivery.
  • Possesses well-developed active listening skills.
  • Demonstrated ability to anticipate and identify problems and involve others in seeking solutions.
  • Demonstrated adaptability, flexibility, and creativity in generating solutions to problems.
  • Possesses analytical and critical thinking skills to conduct analysis, develop recommendations, and make sound decisions. Ability to perform a variety of quantitative analyses using spreadsheets, databases, BI applications and other tools.
  • Demonstrated ability to handle difficult or volatile situations/individuals effectively.
  • Possesses strong conflict resolution skills.
  • Demonstrated ability to work independently and follow through on responsibilities with minimal direction, delivering timely and accurate results.

Responsibilities

30% HR Service Delivery and Program Administration:

  • Functions as an experienced professional who knows how to apply theory and put it into practice with in-depth understanding of the professional field of human resources to deliver HR services to the OCIO and ITS organization in the areas of recruitment, employee onboarding, employee relations, compensation administration, performance management, employee engagement and retention, separation and off-boarding, training and development, workforce planning, records management, and other areas of HR.
  • Serves as an intake and coordinating point for all OCIO organization/department HR matters. Provides experienced guidance and direction to OCIO and ITS management in responding to problems that are diverse and complex in scope.
  • Consults and coordinates with campus HR in accordance with campus policies and guidelines on matters requiring campus HR approval, consultation, and coordination. Works on problems that are diverse and complex in scope, where analysis of situations requires a review of multiple factors. Broad job knowledge and a knowledge of policies and procedures are required to complete substantive assignments, projects, and tasks that are diverse and complex.
  • Independently performs the full range of responsibilities within this position.
  • Integrates HR service delivery with a strong understanding of OCIO and ITS organizational priorities. Establishes on-going work plans to ensure best practices and internal procedures to achieve excellent customer service, aligned with OCIO/ITS objectives and campus HR objectives. Translates campus HR guidance into appropriate OCIO organization HR strategies and practices.

30% Recruitment and Workforce Planning:

  • Develops and/or guides the development of a wide range of job descriptions for all levels of managers, supervisors, and employees in the OCIO and ITS organization.
  • Deploys targeted and strategic talent acquisition efforts, in collaboration with campus HR.
  • Establishes an on-going proactive planning process to assess staffing levels, internal alignment, specializations, and organizational design to support OCIO organizational objectives.
  • May work directly with external search firms and contractors when utilized. Ensures that all recruitment efforts reflect UC responsibilities related to diversity/EEO/AA objectives.

15% Policy, Practice, and Projects:

  • Applies advanced professional HR concepts and subject matter expertise to counsel OCIO and ITS management on problems that are diverse and complex in scope.
  • Interprets and applies nuances of applicable guidelines, policies, labor contracts, federal/state laws, and makes appropriate judgements in escalating issues.
  • In consultation and in partnership with campus HR, conducts complex and varied analyses of issues and develops resulting recommendations employing an integrated approach that takes into consideration organization/campus needs, political acumen, risk mitigation, organizational culture, and change management.
  • Establishes internal processes to ensure compliance with applicable policies, laws, regulations, etc.

10% Data Analytics:

  • Performs predictive analysis and forecasting to provide information that supports organizational goals.
  • Mines data to quantify relationships and identify issues warranting further analysis. Creates queries, generates reports, and develops dashboards.

10% Employee Relations:

  • Manages employee relations issues and tracks/supports follow-up actions from inception to closure, in partnership with central campus HR.
  • Recommends to management systemic and proactive remedies such as training, performance management, changes to organization's practices and procedures, etc.
  • Serves as the custodian of the unit's personnel files.

5% ITS Staff Engagement & Welfare:

  • Develops ITS employee engagement program and activities based on engagement survey results and organizational strategies.
  • Establish and maintain an ongoing ITS training program framework to address performance and capability gaps and maximize the development of current talent.
