This position supports Undersea Warfighting Development Center (UWDC) as an Undersea Warfighting (USW) Project Assistant.

DUTIES AND RESPONSIBILITES

  • Prepare, plan, coordinate, execute, and monitor USW projects.
  • Assist in managing the UWDC International Engagements programs.
  • Arrange, manage and participate in exchanges of technical information, briefings, publications, and discussions with personnel from Australia, Canada, India, Japan, South Korea, United Kingdom, and other non-USA countries to further undersea warfighting objectives.
  • Develop and implement plans of action and milestones (POA&M).
  • Research, analyze, synthesize, and report on topics related to USW projects.
  • Define objectives and deliverables for USW projects.
  • Interface with fleet representatives, defense attache staff, laboratory partners, and acquisition managers to select, prepare, task, and monitor teams.
  • Coordinate and manage the activities of dispersed teams of subject matter experts (SME) to accomplish USW project objectives.
  • Assign and manage tasks for SMEs to carry out the requirements of USW projects.
  • Develop, review, and refine objective progress and assessment metrics regarding USW projects.
  • Analyze performance metrics and propose recommendations to support the development of USW project reports. Recommend prioritized capabilities to mitigate gaps across the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) spectrum.
  • Assist UWDC staff in the review of maritime Concept of Operations (CONOPS); Tactics, Techniques, and Procedures (TTPs); operations orders (OPORDs); and doctrine.
  • Assist UWDC staff in the generation of new system capability and tactical development initiatives.
  • Conduct reviews and derive conclusions from USW-related studies.
  • Participate in fleet, theater, and national-level USW-related forums and working groups.
  • Consolidate and synthesize gathered data into clearly understandable reports, lessons learned, and insights for use throughout the USW community.
  • Prepare reports, technical studies, and presentations for USW projects.

  • Expertise in project planning, executing, and monitoring.
  • Expertise in presenting complex maritime tactical and operational information to senior military and civilian leaders. Success as a USN Division Officer, Leading Chief Petty Officer, or equivalent, preferably with major staff or multi-level management experience.
  • Bachelor's degree with a concentration of study in a relevant field, master's degree a plus.
    Expertise of US Navy (USN), Department of Defense (DoD), and intelligence community (IC) organizational
    structures, doctrine, processes, missions, functions, and tasks.
  • Ability to coordinate and communicate with military commands and organizational staffs during odd hours, at remote locations, with the appropriate degree of tact and diplomacy.
  • Skill using standard information technology systems, applications, and programs including Microsoft Office, Word, Excel, PowerPoint, video teleconference systems (VTC), web and server-based applications.
  • Proven history displaying superior attention to detail, risk management, understanding of requirements, and working independently and collaboratively to solve problems.
  • Skill in effectively communicating complex issues that may have controversial findings, using language appropriate to senior military and civilian staff, to facilitate decision making.
  • Ability to work 40 hours per week at designated work sites (typically UWDC San Diego), stand and walk for standard
    work-related time periods, travel domestically and internationally for up to two weeks per excursion, and embark
    Navy vessels and aircraft.
  • Must be able to obtain and maintain a USA passport, US driver's license, and visa(s) for international travel.
  • Ability to gain and maintain a Top-Secret security clearance; TS/SCI and eligibility for compartmented programs preferred.
