Job Description

Lawrence Berkeley National Lab's (LBNL) Advanced Light Source (ALS) Division is seeking a highly experienced Project Manager to join their team. This key role encompasses overseeing the division's scientific equipment projects, both major ($20M+) and minor ($1M+), with a focus on establishing efficient project management practices and ensuring alignment with DOE guidelines, including DOE Order 413.3b.

The Advanced Light Source is a U.S. Department of Energy (DOE) Office of Science national scientific user facility whose excellent scientific reputation, expert staff, and capabilities in the soft x-ray, hard x-ray, and infrared regimes attract over 1,600 academic and industrial users each year in disciplines spanning physical, chemical, materials, biological, energy, and Earth sciences. It is one of five Berkeley Lab user facilities that serve a combined 11,000 users annually. The co-location of these user facilities - including the Molecular Foundry Nanoscale Science Research Center and the NERSC scientific computing center, as well as Berkeley Lab's outstanding programs in materials and chemical sciences, among others - offers a prime environment for collaborative science. The ALS has been a global leader in soft x-ray science for more than two decades and is currently undergoing a large-scale upgrade (ALS-U) that will endow the facility with state-of-the-art x-ray capabilities. What You Will Do:

  • Establish Effective Project Management:
    • Spearhead the establishment of a Project Management Office (PMO), developing, documenting and implementing robust policies and procedures.
    • Employ a graded approach to project management practices to optimize project efficiency, cost, and schedule performance.
  • Leadership in Major Projects:
    • Take the helm in major projects, including DOE Major Items of Equipment (MIE) investments, overseeing planning, budgeting, and execution to ensure alignment with established scope and baseline performance.
    • Integrate safety management practices into all projects, ensuring safety is a core consideration throughout.
  • Stakeholder Liaison and Policy Guidance:
    • Serve as a liaison and spokesperson for the ALS and LBNL, representing the division to DOE, external agencies, industrial contacts, and other organizations.
    • Provide expert advice on DOE, national laboratory, and federal policies and procedures, including DOE Order 413.3b, impacting ALS project management.
  • Cultural Transformation and Review Participation:
    • Lead efforts to instill a project management and process reengineering culture within the ALS division, driving effective project delivery.
    • Lead project teams in preparing for and participating in DOE, UC, and other reviews, ensuring compliance and alignment with institutional standards.

What is Required:

  • Bachelor's/advanced degree in a related field or equivalent experience; with substantial experience (preferably 15+ years) in overall management of very large and highly complex projects and/or projects with very high-performance risk.
  • Demonstrated success in technical management of large scale technology-driven projects, including successful delivery of project scope on schedule and within budget.
  • Demonstrated capability to lead technical/scientific personnel in a project environment to develop and maintain schedules including ensuring work-flow on schedule, solving technical issues in a timely manner, and managing procurements to meet project requirements.
  • Demonstrated capability to work with scientists/stakeholders to assure that a project's design and construction achieves the required scientific goals.
  • Demonstrated, hands-on experience in a leadership role on a project using an Earned Value Management System (EVMS).

Desired Qualifications:

  • Experience with particle accelerators, or similar large-scale systems used in scientific research.
  • Experience with DOE Order 413.3b or comparable project management requirements.
  • Experience managing within a Federal contractor, government owned/contractor operated (GOCO) organization, and/or a union environment.
  • Advanced degree in Physics, Engineering, or related field
  • Demonstrated knowledge and ability to successfully manage large technology-driven projects and knowledge of the tools and processes of project management.
  • Demonstrated strong written and oral communication skills either in authoring technical and scientific publications or project related documentation.
  • Ability to perform in a team atmosphere involving multidisciplinary personnel, as well as experience in advanced problem-solving and decision-making skills necessary to facilitate timely decisions.
  • Experience estimating project costs and resource requirements, generating project schedules, and tracking progress to meet deadlines.
  • Project management professional or similar certification (e.g., PMP, IPMA Level C)

Notes:

  • This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
  • This position is expected to pay $192,192.00 - $240,204.00/year, which fits within the full salary range of $192,192.00 - $324,312.00/year for the Project Manager 4 job classification. Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, and certifications, plus also aligned with the internal peer group. It is not typical for an individual to be offered a salary at or near the top of the range for a position.

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs, but please expect to spend 3+ days a week on site. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
