This role will have the ability to work in a completely remote or hybrid/remote schedule. The hybrid schedule would include a combination of on-site work at UCSD Campus and remote.

DESCRIPTION

The Department of Neurosciences is a large department within the UCSD School of Medicine, comprised of 152 Faculty, 25 Research and Project Scientists, 40 Postdocs, 25 Clinical Education, Administrative and Business Office staff with ~150 Research lab staff. Research revenues are ~$50M, Clinical revenue is ~$6M, Rady's Childrens revenue is ~$3.5M, VA Clinical Faculty Revenue is ~1.1M.

The Department's faculty and divisions are sited on-campus in La Jolla and Hillcrest, Rady Children's Hospital - San Diego (RCHSD), and Temecula Valley. Working affiliations are also with Scripps Mercy Hospital and Medical Center. The Department's mission is to create the synergies and define the ideas and programs that allow to transform the way Neurosciences community discovers, teaches and cares. The Department of Neurosciences strives to deliver the highest quality clinical care to patients, conduct cutting-edge science and research and train the next generation of neurologists and researchers by fostering education at all levels and integrating the latest scientific and medical advances into the curriculum.

Under the general supervision of the Associate Research Director, this position works in post award research administration to independently manage research awards and transactions related to contract and grant management, and maintain contract and grant records in compliance with institutional research sponsor policies. Additionally, the incumbent performs full award administration, and analytical and strategic reporting for a multi-PI proposal portfolio. This position requires exceptional customer service skills.

Assignments include multiple PIs, department recharge centers, multiple funding sources, multiple institutions, and multiple sites. Manages research awards of diverse scope where analysis of data requires thorough understanding of complex regulations and requirements. Completes and approves transactions for signature by manager or other authorized institutional official.

Comprehensive post award management includes using strong analytical skills for allocation and expense monitoring, understanding of agency-specific requirements, detailed and timely reporting, and advisement to faculty. All post award transactions will be supported by this position. At least 75% of the Fund Management responsibilities will include, but are not limited to:

* Multi-project grants of complex contracts* Classified agencies (example: Department of Defense)* Significant volume of sub-awards (example: 25 in a project)* Significant recharges based on billing activities* Training grants* Clinical Trials* International desk

Additionally, the fund manger will be required to manage, analyze and report on a multitude of non-research funds including gifts and endowments, faculty discretionary funds, startup support, Rady IDF funds and other faculty-controlled funds.

MINIMUM QUALIFICATIONS
  • Seven (7) years of relevant experience or a Bachelor's degree in related area and / or equivalent experience / training plus three (3) years of relevant experience.

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to manage significant volume of transactions.

  • Ability to perform complex financial analysis and customized reporting. Demonstrated experience with the applications of principles and practices of financial management, fiscal planning and analysis.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Demonstrated experience designing financial management tools to administer complex awards. Demonstrated experience in budget preparation using automated spreadsheet systems.

  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions; make and implement recommendations. Demonstrated problem-solving skills and with ability to exercise discretion.

  • Demonstrated experience analyzing expenditures, recognizing trends in order to support budget adjustments.

  • In depth knowledge of federal, state, and private agency contract and grant regulations and requirements from proposal preparation through close out; including but not limited to cost accounting standards.

  • Demonstrated experience in principles and practices of fund accounting, cost analysis and audit procedures including UCSD Internal audit requirements.

  • Knowledge of University policies and procedures regarding purchasing, returned goods, travel, disbursement, inventory, and ability to work collaboratively with contacts involved in these processes.

  • Demonstrated knowledge of University policies and procedures relating to contract and grants; and accounting. Ability to independently interpret, analyze, and implement appropriate policies in a given situation.

Pay Transparency Act

Annual Full Pay Range: $67,200 - $119,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $32.18 - $57.28

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
