The Risk Management Analyst is the lead journey-level in the East Bay Municipal Utility District's (EBMUD's) Management Analyst classification series. Reporting to the Risk Manager, this individual will perform difficult and complex administrative and operational systems analyses, including project management/coordination of liability claims and lawsuits, supervisory duties, primary oversight for contracts review, and management of subrogation claims, as assigned.

Other typical responsibilities for the current opening include:
*Managing all aspects of EBMUD's self-insured Liability Claim Program
*Developing, modifying, and implementing Standard Operating Procedures (SOPs) for the Risk Management programs
*Managing the Risk Management contract review process for providing advice on indemnity and insurance requirements
*In coordination with staff and the Office of General Counsel, negotiating contracts for terms and conditions that protect EBMUD's interest
*Reviewing proposed changes with Risk Manager before implementing changes
*Monitoring program and staff performance against SOPs
*Recommending and assisting in the implementation of goals and objectives for EBMUD's risk management
*Managing the Liability Claims Database and monitoring the third-party administrator to ensure appropriate data is being captured and is accurate
*Recommending and implementing approved policies and procedures
*Planning, organizing, and performing complex analyses that include problem identification, selection of methodology, and evaluation of alternative solutions
*Investigating and providing recommendations in connection with departmental or inter-departmental operations and administrative problems which may include the assessment of policies, functions, facilities and equipment, space, risk factors, organizational structure, staffing, productivity, and cost-effectiveness
*Conducting feasibility or actual studies on administrative systems and/or policies, procedures, methods, and proposals; then making recommendations to improve efficiency, cost-effectiveness, and quality of operations
*Evaluating and recommending computer software applications for administrative, budgetary, risk management, and information systems or for operational activities to facilitate management of data or information
*Discussing findings and/or recommendations with managers, supervisors, and other staff or agencies using the art of persuasion or negotiation
*Preparing complex reports, manuals, memoranda, correspondence, and other documents or materials
*Coordinating or managing projects, studies, or other work assignments with individuals, groups, departments, or other agencies
*Monitoring and evaluating specific federal, state, or other relevant regulations and procedures
*Providing responsible staff assistance to the Risk Manager as needed
*Managing the outside third-party administrator contract for liability and subrogation claims

The most competitive candidates for this position will have previous experience in developing and managing risk management liability claims programs and operations; knowledge of relevant risk management policies, codes, and procedures; excellent oral and written communication skills; knowledge of health and safety requirements and regulations that impact EBMUD; and previous project management experience.

The salary range is $8,790 per month increasing to $9,229, $9,690, and $10,174 after 6, 18, and 30 months, respectively.

Requirements:
Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:

1.A bachelor's degree, or its equivalent, with major work in business or public administration, economics, finance, or a closely related field; and

2.Five years of progressively responsible professional experience in Risk Management and claims administration*. Ideally, experience with public entity liability and subrogation claims, as well as experience with contract review for insurance and indemnity requirements.

*A master's degree in a related field may be substituted for one year of the required experience.

The Selection Process:
