The National Academy of Medicine (NAM), established in 1970 under the name Institute of Medicine (IOM), is an independent organization of eminent professionals from diverse fields including health and medicine; the natural, social, and behavioral sciences; and beyond. It serves alongside the National Academy of Sciences and the National Academy of Engineering as adviser to the nation and the international community.

The NAM Leadership Consortium (LC): Collaboration for Value & Science-Driven Health System provides a trusted venue for national leaders in health care to work collaboratively toward their common commitment to a health system that rewards effectiveness, efficiency, equity, and continuous learning. The LC is seeking a Program Officer to help conduct projects and research on pressing health policy problems. The NAM seeks an individual with a Master's degree and at least five years of experience in the field of health policy who is interested in working in a fast-paced environment to foster collaboration across the diverse sectors and perspectives of the United States health system. The Program Officer must have a keen sense of strategic decision-making, excellent interpersonal skills, exceptional writing abilities, and knowledge of the current issues in the field of health policy in general. The Program Officer will work closely with the Director, Deputy Director, and staff within the Leadership Consortium and focus on one or more of the following portfolios:

*Evidence Generation and Application to support the conditions necessary for transforming real world experiences into valuable data that are routinely used to improve population and patient-level health.
*Digital Health to foster improvements and innovation in digital infrastructure so that health technology is developed and applied in ways that consistently lead to better population and patient-level health.
*Value, Incentives, and Systems to support financial systems and incentive structures that reward value and population health.
*Culture, Inclusion, and Equity to advance a culture of health equity and engagement that places the needs of people and communities at its core.

The Program Officer develops and manages one or more of the organization's projects, activities, and programs with minimal oversight by the Director, Deputy Director, or Senior Program Officer. Examples of the work in play can include virtual convenings of subject matter experts and leaders, informative public-facing webinars on policy topics of note, outreach and dissemination activities surrounding best practices, and collaborative writing efforts for NAM publications. They develop program/project strategies and budgets, supervise staff, and ensure programs/projects meet objectives. The Program Officer assembles committees/panels and serves as staff liaison between committee/panel members and the National Academies. Applying general professional level knowledge and principles of health, health care and biomedical science, incumbent exercises independent judgment and applies discretion to recommend best course of action for assigned projects.

Incumbent applies in-depth professional level knowledge to foster collaboration and solve independently a full range of complex problems. The work is primarily intellectual, analytical, and managerial in character, requiring advanced knowledge. Assignments are broadly defined and require judgment and creativity to complete. Incumbent has authority to take whatever action deemed advisable or necessary, and is often responsible for oversight or management of other staff. The Program Officer typically reports to Senior Program Officer or Deputy Director.

Job Description:

ESSENTIAL JOB DUTIES:

1. Designs and manages program(s) or project(s) of minimal or moderate complexity. In collaboration with Director, Deputy Director, or Senior Program Officer, develops program or project strategy, manages budget, supervises staff, and ensures program or project meets objectives. Activities may include leading studies, convening stakeholders, research programs, grant programs, fellowship programs, etc.

2. With oversight by Director, Deputy Director/ Portfolio Director, recruits potential committee/panel nominees and assembles appointment packages. Communicates and coordinates with the committee/panel chair and members. Identifies and gathers research materials for the committee. Facilitates the flow of information among committee/panel members, consultants, staff, and other applicable parties.

3. Conducts large and small workshops and/or meetings. Develops agendas, invites presenters and participants, oversees meeting logistics and multimedia presentations, and prepares written summaries.

4. Prepares background papers and technical summaries. Develops written products (e.g., reports, proceedings, white papers). Drafts and edits materials for publication. For studies and other applicable programs, synthesizes and edits research findings and technical data and determines the relevance of data for purposes of activity.

5. Supports Consortium and Collaborative members, working group and committee members, forum members, workshop participants, etc. in all aspects of work. For studies, assistance is provided in preparing the draft report, including writing sections of report based on committee input and review and editing the report for format, consistency, and grammar. Facilitates the response to review, responds to comments and concerns of editors, and prepares the final manuscript for publication.

6. Where applicable, independently plans and implements extensive communications activities related to assigned programs or projects. Creates and maintains materials, web sites, and social media channels to provide interest groups with information generated from and for activities.

7. Where applicable, manages dissemination of reports and other types of publications. Prepares dissemination plan and funding proposal. Assists in managing report production activities. Identifies and engages external organizations in dissemination. Prepares dissemination materials. Conducts dissemination meetings.

8. Manages staff with minimal oversight by Director, Deputy Director, or Senior Program Officer. Assigns tasks and provides guidance and feedback to staff. Mentors staff and ensures required training is accomplished and participates in performance reviews. Interprets and ensures consistent application of organizational policies.

9. Oversees project budget and schedule and authorizes expenditures. As required, collaborates with financial staff to ensure compliance.

10. Develops and maintains robust knowledge of major issues, stakeholders, and policy initiatives in arenas of assigned activity and responsibility.

11. Maintains close familiarity and liaison with sponsors from federal, state, and local government agencies, foundations, schools, and other organizations. Represents the unit and committee within and outside the National Academies.

12. With oversight by Director, Deputy Director/Portfolio Director, conducts background research on topics for new studies, programs, or activities. Writes prospectuses and proposals for new and continuing funding. Identifies potential sponsors. Raises funds for current and future projects. Where applicable, manages funder/member/alumni relations.

Required Knowledge, Skills, and Abilities:Advanced knowledge of scientific, technical, or policy issues in a related discipline. Strong program/project management skills. Ability to understand and share technical/scientific issues with diverse audiences. Ability to solve intellectual problems that are varied and complex using originality and ingenuity. Ability to operate using appreciable latitude for independent judgment and action. Ability to manage and develop projects. Ability to work successfully in a team environment and to form and maintain effective teams. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers, employees in other National Academies' departments, and external constituents through effective communication. Excellentcommunication skills with a proven ability to interact effectively interact with all levels of staff and constituents.

Minimum Education/Training Requirements:Master's degree in a related field or equivalent knowledge.

Minimum Experience:Three years of related professional experience. Demonstrated strong proficiency in conveying scientific/technical/policy information in verbal and written form.

Preferred Education: Doctoral degree in related field preferred.

Physical Capabilities:Ability to work at a computer for extended periods of time. Ability to travel.

Supervisory Responsibilities/Controls:Typically reports to Senior Program Officer or Deputy Director. General direction is provided. Supervises project/program staff with minimal oversight by Director, Deputy Director, or Senior Program Officer.

Work Environment:Hybrid Office/Telecommute environment with the ability to work remotely up to 50% of the time, with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations.
