This is an exciting opportunity for a person with 5-10 years' experience in the management of water, wastewater, recycled water and/or stormwater utilities to join Brown and Caldwell's (BC's) growing Utility Performance consulting team as a Subject Matter Expert (SME). The right person for this position will leverage their hands-on experience by developing, implementing, or enhancing strategic initiatives, programs, and business processes through management consulting activities for key BC clients. This work will include development of new approaches to client education and engagement to ensure adoption of best practices, strategic planning facilitation activities, and municipal/utility program and organizational development. This role will partner with other BC Utility Performance practitioners to drive client organizational, business process improvement, resource recovery program implementation, and asset management solutions. Detailed Description:

The ideal candidate for this position will have worked with water, wastewater, recycled water, and/or stormwater utility in the management of strategic planning and communications, organizational development and implementation, business processes, engineering or operations. They will demonstrate a working knowledge of utility business and management processes. In this role the candidate will be expected to engage clients in facilitated discussions, exploring organizational improvements, business process improvements, or policy development. Consulting on key organizational development such as utility creation, consolidation or business strategy including developing solutions to create best practice outcomes and financial improvements.

In this role the candidate is expected to display significant emotional intelligence in the interactions with client staff, often dealing with areas of utility performance that have been in place over time. Change management expertise is a requirement to create solutions whereby organizational change can be successfully lead and implemented. Additionally, the ideal candidate will possess excellent verbal written communication skills, being able to effectively relate and communicate with a wide variety of utility staff from various backgrounds including executive leadership and at the governing board level.

The position does require the candidate to be able to travel all over the US, its territories and Canada, pass required background checks for travel and client site access, and have the physical ability to access water and wastewater plants and pump stations, and potentially confined space or other such special safety locations. Although you will be part of a team, the candidate may support projects remotely or occasionally function as the sole consultant to a client, therefore the client should have SME level knowledge, be self-confident, and be comfortable using remote working technology.

Desired Skills and Experience:

  • 5+ years of utility management, strategic planning, and organizational development
  • Utility-level policy development, water, wastewater, recycled water, and/or stormwater utilities
  • Working knowledge of utility funding strategies and approaches
  • Experience with customer negotiations and agreements
  • Experience communicating technical concepts to a broad range of audiences
  • Experience presenting to city councils, boards, and oversight committees
  • Strong oral and written communications skills
  • Ability to travel up to 30%
  • Safety training including confined space, first aid/CPR, and other certifications, as assigned.
