The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Assists Examination Teams in planning, directing, and coordinating the examination of international transfer-pricing issues. The incumbent serves on a consulting basis for other Examination Specialists, International Examiners, Counsel Attorneys, Appeals Officers, and Revenue Agents assigned to a Coordinated Industry or Industry Examination regarding transfer-pricing issues and transactions. The incumbent may also be assigned to work closely with IRS Examination Teams on multiple examinations simultaneously.
  • Collaborates and coordinates with Examination Specialists, International Examiners, Counsel Attorneys, Appeals Officers, and Revenue Agents to leverage and expand international issue expertise throughout the IRS, and to ensure consistent application and interpretation of international tax law. The incumbent regularly participates in groups focused on international issues including, but not limited to, International Practice Networks (IPNs)
  • Participates in long-term projects involving the development of new auditing techniques, work practices, and training programs for Examination Specialists, International Examiners, Counsel Attorneys, Appeals Officers, and Revenue Agents. The incumbent develops and conducts training sessions and holds periodic meetings with IRS personnel at national and local office levels to review all matters relating to international transfer-pricing.
  • Performs research and analysis of tax issues involving economics, transfer pricing, and valuation related to specific taxpayers or across taxpayers and industries.
  • Provides feedback, technical expertise, and recommendations to IRS management and IRS Counsel on transfer-pricing issues. The International Transfer Pricing Specialist identifies and discusses any issues that require technical advice, field service advice, or industry-wide coordination procedures to be followed.
  • Participates in the development of internal and external educational programs including seminars and outreach programs. Participates in taxpayer education and outreach programs to foster voluntary compliance with employee plans issues.

  • Develops audit guidelines and provides other forms of written and oral technical assistance to field agents.
  • Prepares technical responses to the most difficult inquiries including those controlled on the Commissioner's Executive Correspondence Control System and/or submitted by members of Congress, taxpayers, authorized representatives, government agencies and other external customers.
  • Prepares responses to the most difficult requests for private letter rulings, closing agreements, technical advice, and technical assistance.
  • Serves the Tax Exempt Bond Program responsible for planning, coordinating, and conducting examinations of tax exempt and tax credit bond issuances.
Enterprise Activities: This position is for a GS-14 Tax Law Specialist, a.k.a. Subject Matter Expert (SME), in the LB&I Enterprise Activities Practice Area: Corporate Issues and Credits (CCR) & Financial Institutions & Products (FIP). As a SME, you will provide specialized expertise related to the specific technical areas covered by the practice network for which you are selected. As a SME, you will collaborate with other divisions, Counsel, and other internal and external stakeholders on technical tax issues, proposed/new legislation and guidance; help identify emerging issues and develop issues that pose the highest compliance risk. CCR has one or more practice networks covering each of nine technical areas: corporate distributions and adjustments, compensation and benefits, corporate income and losses, deductible and capital expenditures, energy investment credits, general business credits, methods of accounting and timing, inventory, and penalties. FIP has three practice networks covering technical areas in Banking (Commercial and Savings & Loan), Financial Instruments (any contract or agreement representing a monetary value), and Insurance (Life, Health, Property & Casualty, Captive and others). FIP also covers REITs, RICs & REMICs.
Requirements Conditions of Employment

Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Analyze and adjudicate tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Conduct legal research and analysis and prepare briefs or similar documents that interpret laws and regulations. As an accountant, a tax preparer, a financial manager, auditor, or investigator conduct work that requires application of Federal tax accounting principles and/or the Internal Revenue Code and related laws.
