We are accepting applications to fill multiple full-time Practitioner I/II vacancies in Santa Barbara, Santa Maria and Lompoc.  The current vacancies are in the Behavioral Wellness Department.  
 
Location of Vacancies: We are accepting applications to establish one employment list for current and future Full-Time, Part-Time, and Extra Help (temporary) and *1414 vacancies for Practitioner Associate in multiple locations which include Santa Barbara, Santa Maria, and Lompoc. Therefore, you must check the Individual Location(s) on the application where you would be willing to accept an assignment for current and future employment.
 
*1414 vacancies may occur as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.
 
The selected candidate may need to travel between different sites within Santa Barbara County. The operational area includes: Santa Barbara, Carpinteria, Goleta, Lompoc, Los Olivos, Santa Maria, and Santa Ynez.
 
 THE POSITION:
The candidate selected for this position will, under direction, assess, diagnose, counsel, and provide psychotherapeutic treatment, rehabilitation, and care coordination for seriously emotionally disturbed children and adolescents, and seriously and persistently mentally ill adults; and performs related duties as required.

Candidates may be appointed at the I or II level, depending on the candidate's qualifications and the needs of the department.
 
DISTINGUISHING CHARACTERISTICS: Behavioral Wellness Practitioner I/II is a flexibly staffed series.  Behavioral Wellness Practitioner I is the entry-level class for Licensed Clinical Social Workers (LCSW), Licensed Professional Clinical Counselor (LPCC), Licensed Marriage and Family Therapists (LMFT),.  Incumbents provide professional mental health services.  This class is distinguished from Behavioral Wellness Practitioner II in that the latter is assigned more complex and/or difficult cases. Behavioral Wellness assigns staff in this classification based on employee licensure and clients' needs for services.
 
Incumbents in these classes work within a system of interdisciplinary departmental teams and/or contract service agencies providing assessment, prevention, intervention, treatment, and related ancillary support services via an integrated service delivery system to people with alcohol and other drug-related problems, mental illness, and/or co-occurring conditions.

Founded in 1962, it is the mission of the Department of Behavioral Wellness to promote the prevention of and recovery from mental illness and addiction among individuals, families and communities, by providing effective leadership and delivering state-of-the-art, culturally competent services. The Department provides treatment, rehabilitation, and support services to 10,000 clients with mental illness and substance use disorders annually through its professional staff of over 400, in addition to its many contracted Community-Based Organization (CBO) providers.

PROGRAMS WITH CURRENT VACANCIES

Psychiatric Health Facility (PHF) Social Services Team
The Psychiatric Health Facility (PHF) in Santa Barbara County Department of Behavioral Wellness (BWELL) is currently seeking a Practitioner I/II for the PHF’s Social Services Team. The Practitioner I/II position for the PHF’s Social Services Team provides inpatient case management for clients admitted to the PHF.  Services include: treatment planning as part of a multidisciplinary team along with psychiatrist, nursing staff, and recreation therapist; documentation of clinical activity including admission, comprehensive psychosocial assessment, and discharge planning; engagement with clients to build rapport, identify needs and strengths, provide psychoeducation to clients and family members; facilitation of clinical groups; and linkage for clients to outpatient services by maintaining communication and collaboration with BWELL outpatient clinics and other community agencies.
 
Adult Outpatient Services – Santa Barbara, Santa Maria, and Lompoc 
These positions work as part of the treatment teams at the Santa BarbaraAdult Outpatient Clinic, Santa Maria Adult Outpatient Clinic, and Lompoc Adult Outpatient Clinic serving clients by providing assessment, therapy, and group as well as on-call/walk-in service needs. The practitioner works collaboratively across team disciplines and with community partners to address clients’ needs. The position works with adults living with Severe and Persistent Mental Illness (SPMI); adults with severe, complex Co-Occurring disorders (SPMI and Alcohol/substance abuse); older adults; and provide case management linkage and advocacy for clients.
 
Bilingual (English and Spanish fluency) candidates are preferred at the Santa Maria Adult Outpatient Clinic and Lompoc Adult Outpatient Clinic.
Alternative schedule options are potentially available at the Santa Maria Adult Outpatient Clinic depending on clinic needs with the priority being sufficient coverage for standard business hours of M-F 8-5.
 
Children Outpatient Services 
These positions work as part of the treatment teams at the Santa Maria Children’s Outpatient Clinic, Lompoc Children’s Outpatient Clinic, and Santa Barbara Children’s Outpatient Clinic serving children, teens, and Transitional Age Youth by providing individual, family and or group rehab and skill training. They conduct screening, evaluation, and treatment planning.
 
SPIRIT Full Service Partnership 
The SPIRIT Full Service Partnership program in Lompoc provides services for children ages 6-15. This position provides Wraparound, family-focused, strength-based, individualized service to help children and their families meet needs through natural community supports and mental health services. The team includes a therapist, case manager, and parent partner. The medication services are offered by the clinic medication provider and clinic medication support staff. The parent partner is staffed by CALM. The SPIRIT team members provide services in a 24/7 rotation of clinic hours and on-call services.
 
Crisis Services Program 
The Crisis Services program in the County of Santa Barbara Department of Behavioral Wellness (BWELL) consists of three different roles: Mobile Crisis, Crisis Clinic and Access Screener.
 
The Mobile Crisis role involves responding in the community as a team with a partner to address behavioral health crisis situations in our community. As a member of the Mobile Crisis team, staff are trained to assist in de-escalation of the situation, conduct crisis evaluations, provide safety planning and referrals/linkage, and conduct follow-up outreach and engagement services to community members in need.
 
The Crisis Clinics are staffed with multidisciplinary teams who provide behavioral health support to community members who are discharged from hospital discharged from inpatient psychiatric hospitals or following an Emergency Department visit that involved a behavioral health crisis. As a member of the Crisis Clinic team, staff may be responsible for conducting mental health assessments, rehabilitation and therapeutic treatment, case management services and linkage to longer term services.
 
Access Line Screeners in Crisis Services are responsible for answering all calls coming into our departmental Access Line. As a member of the Access Line, staff are responsible for screening and determining the needs of the caller, whether community member is seeking mental health treatment, substance use services, requesting mental health or substance use information for a family member or friend, crisis de-escalation support, or dispatching a Mobile Crisis Team to respond to the community member in crisis. Access Line Screeners work a standard work week (M-F 8a-5p). Locations: Offices in Santa Maria and Santa Barbara.  
 
As a member of the Crisis Services program, staff may be asked to cover any one of the three roles listed above depending on staffing and scheduling. All staff are cross-trained to work in any program. Vacancies in Santa Barbara, Santa Maria, and Lompoc.Mobile Crisis is a 24/7 program so staff may be needed for weekend or overnight shift coverage. Mobile Crisis and Crisis Clinic staff typically work a 4/10 schedule that includes one weekend shift.
 
Co-Response Teams
Behavioral Wellness is currently recruiting licensed Practitioners (LMFT, LCSW, LPCC, Psychologist) to fill vacancies on our Co-Response teams in Santa Barbara and Lompoc. Our Co-Response teams pair a BWELL licensed practitioner with a law enforcement officer who respond together in the community to behavioral health crisis situations, conduct follow-up visits with individuals experiencing behavioral health concerns and engage in pro-active outreach with individuals who have had law enforcement or psychiatric contacts recently. The Co-Response teams aim to divert individuals with a history of behavioral health concerns from the criminal justice system and hospital emergency departments to trauma informed crisis stabilization and comprehensive behavioral health services. Co-Response clinicians typically work a 4/10 schedule that includes one weekend shift.
 
Mental Health Student Services Act Mental Wellness Education & Linkages Program
The Mental Health Student Services Act Mental Wellness Education & Linkages (MWEL) program is seeking a clinician in the Santa Maria. This position works in collaboration with Santa Barbara County of Education Office to support the school districts with prevention and early intervention for youth mental health. The clinicians work closely with navigators on referrals, provide education and outreach, groups, and crisis intervention for the schools and community. The clinicians will provide comprehensive screening and assessment for youth mental health referrals, groups, case managements, linkages, education for prevention and some direct behavioral interventions for families. The clinician will also work with Behavioral Wellness clinics to ensure linkage and smooth transition to services.
 
The IDEAL CANDIDATE will:
  • Have excellent oral and written communication. 
  • Work with clients diagnosed with severe and persistent mental illness. 
  • Work as part of a multi-disciplinary team. 
  • Have proficient computer skills in Microsoft Office. 
  • Have experience with electronic health records. 
  • Have the ability to read, write, converse fluently in English and Spanish (preferred for some positions). 
  • Have experience in a psychiatric facility or community mental health program (when applying for a position at the psychiatric health facility). 

Examples of Duties

  1. Interviews potential clients to assess needs for mental health services or referral elsewhere; counsels or provides psychotherapeutic and rehabilitation services for individuals, couples, or members of a family to assist them in achieving productive social adjustments, reducing the impact of disabling disorders, and facilitating their achievement of living, vocational, recreational, and interpersonal goals. 
  2. Documents clinical activity presenting diagnostic and interview findings, clinical evaluations, and recommendations; as a member of an interdisciplinary team, reviews diagnosis and treatment plans of clinical staff; may act as a case manager by coordinating appropriate types of service. 
  3. Provides crisis counseling in the field, int the office for individuals experiencing acute episodes; evaluates patients, and arranges for voluntary or involuntary admission to facilities for observation and treatment. 
  4. Confers with and advises clients' relatives to secure their understanding of and cooperation in treatment and rehabilitation programs. 
  5. Cooperates and works with other agencies and practitioners regarding mutual clientele. 
  6. Educates clients and their families regarding their diagnosis, prognosis, treatment, and rehabilitation process. 
  7. Manages the care of clients by assessing and referring them to public and private providers and monitoring their progress. 
  8. Assists clients to obtain stable housing, physical health care, benefits and entitlements, and to learn basic living skills. 
  9. Participates in quality assurance and program evaluation studies. 

Employment Standards

In order to be considered for this position, applicants must provide detailed information on their application to demonstrate how they meet the employment standards (minimum qualifications) listed below: 

  1. Possession of a valid license as a Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), or Licensed Marriage and Family Therapist (LMFT) issued by the California Board of Behavioral Sciences.
Professional Licensure: Applicants must possess licensure in their profession from the California Board of Behavioral Sciences at the time of application.
 
Additional requirements for LPCC: A minimum of (6) hours of continuing education (CE) specific to marriage and family therapy during each license renewal cycle. 
 
Driver's License: Independent travel is required for some positions in this class. A valid Driver's License is required at the time of application.  A valid California Class C Driver's License is required at the time of appointment. 
 
Credentialing: Employees in this class must maintain a Credentialed status with the Department based upon its established standards and procedures for Staff Credentialing and Re-Credentialing in accordance with state and federal regulatory requirements.
 
Knowledge of:  assessment, diagnosis, prognosis, counseling, and psychotherapeutic treatment of marriage, family, and child relationship dysfunctions; methods of developing and implementing a treatment plan; human service delivery system; current trends in the field of mental health; laws and regulations applicable to mental health; and basic math.
 
Ability to:  perform effective counseling and psychotherapy with individuals, families, and groups; develop and maintain cooperative relationships with clients' families, members of other professional disciplines, social service agencies, and co-workers; relate professionally with persons with serious mental disorders; identify and utilize community resources; prepare and present clear and concise oral and written reports.

Supplemental Information

APPLICATION & SELECTION PROCESS:

  • Supplemental Questionnaire Ranking:  Candidates' response to the required supplemental questionnaire will be evaluated and autoscored.  Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire.  This process may be eliminated if there are fewer than 11 qualified candidates. 
Applicants must receive a percentage score of at least 70 on the supplemental questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
 
Veteran's Preference Points:  Veteran's preference credit is applicable for this recruitment (5 points for veterans, 10 points for disabled veterans). To be eligible for this credit, you must be applying for this position within five years from your most recent date of: (1) honorable discharge from active military service; or, (2) discharge from a military or veterans' hospital where treatment and confinement were for a disability incurred during active military service; or, (3) completion of education or training funded by a Federal Educational Assistance Act.  No time limit exists for veterans with 30% or more disability.

Justice Involved Services – Adults: Known as the "Justice Alliance" program, this program works closely with court partners and law enforcement to facilitate access to behavioral healthcare services for individuals with mental health problems. Practitioners participate in mental health treatment courts and provide services aimed at preventing recidivism. Under sections 1370-1372 of the California Penal Code, they work closely with misdemeanor defendants whom the court has deemed incompetent to stand trial and they provide inpatient and outpatient competency restoration treatment. They also collaborate with behavioral health professionals in the Santa Barbara Jail and help facilitate access to outpatient services for offenders released to the community. Justice Alliance team members work in all three regional courts (Santa Barbara, Lompoc, and Santa Maria) and at times testify as to their clinical findings. They occasionally work within the jail

Juvenile Justice MH: Experience/training in Trauma Informed and Evidence Based treatments to youth and their families in Santa Barbara County Juvenile Probation institutions, including Juvenile Hall, Los Prietos Boys Camp, and out of custody probation centers. Staff also conduct evaluations for the Juvenile Court and liaise between Juvenile Justice partner agencies including DCFS, Public Defender, District Attorney, Law Enforcement (Probation, sheriff, and Police), Courts, CBO's, and Behavioral Wellness children's clinics to ensure linkage to appropriate services in the community. Our Co-Response teams pair a BWELL licensed practitioner with a law enforcement officer who respond together in the community to behavioral health crisis situations, conduct follow-up visits with individuals experiencing behavioral health concerns and engage in pro-active outreach with individuals who have had law enforcement or psychiatric contacts recently. The ACT/AOT Program: The ACT model, or Assertive Community Treatment, is evidence-based practice and has been shown to be extremely effective. The teams offer 24/7/365 availability and are multi-agency and multi-disciplinary in nature allowing for the provision of true wrap-around services. The team meets together each morning as part of a multi-disciplinary team (Psychiatrist, Nurses, Rehabilitation Specialist, Substance Abuse Specialist, Therapist/Social Worker/Counselor, Case Managers, Peer Support Team Members). Staff provide the bulk of services in the community (up to 75%), and collaborate throughout the day as needed through the shift manager. The team serves clients with a history of hospitalizations, arrests, use of crisis services, and homelessness. They provide on-call crisis support, and work weekends and holidays. The AOT (Assisted Outpatient Treatment) program, aka Laura's Law, works with unengaged individuals who are at risk of further decompensation without additional support, which may be court-ordered / monitored for a period of up to six months. This program provides all the services of an Assertive Community Treatment Team. The ACT/AOT Program Practitioner will have competency in at least 2 of the following areas: A) Providing practical help and support, advocacy, and coordination with other resources in the community, in order to assist clients in remaining independent and avoid hospitalization or incarceration. B) Provide crisis intervention services and carry an on-call phone as scheduled by the program manager or supervisor; C) Evaluation of clients in crisis for potential 5150; D) Provide linkage to services in the community through collaboration with other agencies (i.e., law enforcement, hospitals, jails, other mental health providers) as needed. E) Provide additional support such as budgeting, time management, housing resources, pre-vocational rehabilitative services, and medication delivery/coaching.

CalWORKs Resource Support Team (RST): Working with adults, children and families who are experiencing barriers to employment, job training, and/or school education; and, understanding the impact of poverty, homelessness, and trauma on family systems. RST Practitioners are responsible for assessment, referrals, treatment recommendations and authorizations, crisis intervention, individual or family therapy, case management linkage/support and client advocacy. Mental Health Student Services Act Mental Wellness Education & Linkages (MWEL) Program: This position works in collaboration with Santa Barbara County of Education Office to support the school districts with prevention and early intervention for youth mental health. The clinicians work closely with navigators on referrals, provide education and outreach, groups, and crisis intervention for the schools and community. Santa Barbara Adult/Older Adult Full-Service Partnership (FSP): FSP programs are intensive service programs for consumers experiencing and/or at risk of hospitalization, homelessness or incarceration. The FSP team is focused on being client-centered and recovery-driven and sees each client as a partner and participant in developing a care coordination plan that is focused on wellness and recovery. The team does whatever it takes to support the client in their recovery journey. The treatment team is available 24/7 through on-call to provide crisis services to clients as needed and work closely with the crisis teams. FSP services are also provided to support clients as they transition to a lower level of care.
Services include: community-based services, culturally and linguistically supportive services, medication support, peer support, co-occurring services/support, counseling, case management, and other services as appropriate.

Familiar Faces Program: The mission of the Familiar Faces Program is to conduct daily outreach and engagement, facilitate the expedited identification, assessment, and linkage of Familiar Faces clients to supportive services within the City of Santa Barbara and surrounding areas (Goleta, Isla Vista, etc.) for the pilot phase. This includes building rapport and relationships based on trust, with the goal of implementing coordinated intervention plans for the priority population.
