Job Summary

The Timekeeping Business Systems Analyst applies skills as a seasoned, experienced professional with a full understanding of time and attendance systems, industry-wide business process and analysis practices and organizational policies and procedures, timekeeping and payroll business processes, and analytical practices. The Timekeeping Business Systems Analyst is responsible for resolving a wide range of complex functional and technical issues in support of UCSF's HBS Time and Attendance system. The Timekeeping Business Systems Analyst functions as the primary HBS data analyst, requirements analyst, and quality assurance analyst for new system enhancements and upgrades for HBS and for UCPath enhancements and upgrades that are related to timekeeping and absence management. The Timekeeping Business Systems Analyst resolves a wide range of business process issues of moderate to complex scope. Demonstrates good judgment in selecting methods and techniques to obtain solutions.

Under the general direction of the UCPath and HBS Systems Manager/Project Manager, the Timekeeping Business Systems Analyst position is a key role in the Systems Unit of the UCSF Controller's Office Payroll Services Department. This position is the primary analyst who provides support to ensure the successful implementation of changes to and the effective maintenance of the HBS Time and Attendance System. This position supports the day-to-day operational needs of the HBS Processing Center and the Payroll Services Department.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

The mission of the UCSF Controller's organization is to deliver full accounting services and related systems for faculty, staff, and students, UCSF Foundation, all University departments, and any outside entities who have a business relationship with the University. Services provided include General Ledger, Capital and Cash Accounting, Payroll, Student Loan Billing and Collections, Contracts and Grants Accounting, and Foundation Accounting. The Office uses sophisticated technology to account for and report on UCSF's financial activity.

Payroll is a major unit of the Controller's Office. The Controller's office utilizes various systems to collect, disburse, and report on funds. The payroll unit provides payroll collection and management for approximately 300 departments, as well as time and attendance and pay processing, systems management, project management, and accounting services. The primary functions include the facilitation of timely payments to approximately 30,000 employees per month.

The HBS Processing Center is responsible for collecting time information for the UCSF community and for generating payroll files for UCPath to ensure that employees are paid timely and accurately in compliance with FLSA requirements, collective bargaining agreements, and University policies and practices. The HBS Processing Center is also responsible for tracking leave usage and maintaining leave balances for the UCSF community.

The Systems Unit within Payroll is responsible for supporting business processes, technical changes, and maintenance of the UCSF HBS time and attendance system and the UCPath system as it relates to absence management.

Required Qualifications

  • BA or BS degree in Accounting, Finance, Business, IT or other related field and 3+ years of directly related experience; and/or equivalent combination of experience/training.
  • 3-5 years of experience in systems analysis
  • Proficiency in BRIO, SQL, or similar query tools for ad hoc reporting, analysis, and data issue resolution
  • Broad knowledge relating to software design and the software development life cycle (SDLC)
  • Full working knowledge of MS Suite (Access, Word, Excel, PowerPoint, Project, Visio), SmartSheet
  • Demonstrated functional and technical knowledge of timekeeping/time and attendance systems
  • Ability to provide sophisticated functional systems analysis within the payroll, absence management, and timekeeping system domains
  • Critical, systems thinker able to track interconnected processes and data flow and to develop and document functional systems requirements
  • Excellent problem-solving skills, with the ability to synthesize findings and develop alternative solutions
  • Thorough knowledge of business and process analysis functions.
  • Thorough Knowledge of related areas of IT.
  • Strong skills and knowledge of methodologies associated with the analysis of processes and problems, information flow, and architecture.
  • In-depth understanding and skill in process and systems requirement documentation standards, such as Use Case modeling, User Story creations, and narrative description.
  • Demonstrate a proactive approach to identifying opportunities and must have exemplary follow-up and follow through to prompt resolution of identified issues and risks and follow-up and follow through of various documentations
  • Demonstrated ability to work with others from diverse backgrounds.

  • This position is remote-based and requires one to work on-site four to six times a year (at the employee's expense) at our Mission Center office, located at 1855 Folsom Street, San Francisco.

  • Knowledge or University accounting, financial, and HR policies
  • Knowledge of project management methods, and the ability to coordinate moderately complex systems projects.
  • Experience with payroll or HRIS systems and business processes
  • Experience with PeopleSoft HCM, payroll, and GL modules and configurations
  • Familiarity with Lean principles, tools, and methodologies
