Job Description

The Planning Specialist assists the Lead Planning Specialist in the coordination of security services to meet Department of Energy (DOE), National Nuclear Security Administration (NNSA) and Los Alamos National Laboratory (LANL) requirements.  The Specialist performs liaison duties between LANL and the Protective Force.  Additionally, the Planning Specialist assists in the development of Protective Force Security Orders, plans for the protection of special nuclear material, personnel and property, facility security and other action and operations plans.

RESPONSIBILITIES

  • Maintain strong, professional working relationship among LANL Defense Security Program personnel and all other LANL stakeholders.
  • Gain familiarity with all Technical Areas and conduct walk downs for new Vault Type Rooms (VTRs), Sensitive Compartmented Information Facilities (SCIFs) and Special Access Program Facilities (SAPFs), including activation and changes to building layouts prior to authorizing response plans or supplemental security order and prior to establishing new Protective Force escorts.
  • Review, update and/or recommend changes to current plans, security orders and procedures as needed. Directly responsible for the development and revision of plans related to standard N2MIS practices.
  • Serve as the Restricted Duty Administrator for Protective Force personnel who are unable to meet 10 CFR 1047 requirements by maintaining and updating the Restricted Duty database.
  • Actively participate in the emergency planning of drills or exercises with LANL Emergency Management Division exercise program and serve as an exercise controller as directed.
  • egular office hours are required for this position. Evening and weekend work as necessary.

QUALIFICATIONS

Required Education and Experience:

  • Work is performed onsite. Position is not remote.
  • Currently have, or be able to obtain and maintain, a Department of Energy Q clearance. Obtaining this clearance requires US citizenship except in extremely rare circumstances.
  • Ability to obtain and maintain Human Reliability Program (HRP) certification.
  • Demonstrated tactical knowledge.
  • Experience building strong working relationships among all levels of personnel.
  • Technical writing experience, strong oral communication skills, and the ability to draft professional correspondence, prepare reports and coordinate the work of others.
  • Ability to successfully complete site-specific training programs and maintain proficiency.
  • Must possess an intermediate proficiency in Microsoft Office Suite (including Word, Excel, Publisher, and PowerPoint).
  • Ability to work independently under minimal supervision.
  • Ability to obtain and maintain a valid NM driver’s license.

 

Desired Education and Experience (Considered a Plus):

  • S. or B.A. degree in a related field (security, engineering and analytical) and/or extensive experience in security through the armed forces, other government agency or contractor employment with special emphasis on threat analysis, risk management, asset protection and force development, emergency planning and data analysis
  • Minimum of two (2) years of Protective Force security experience with DOE armed security operations
  • Demonstrated knowledge of security practices and LANL Safeguards and Security practices, policies, and procedures
  • Knowledge and understanding of Department of Energy orders, policies, procedures, and contractual requirements (e.g., 10 CFR 1046, DOE 473.2A)
  • Knowledge in document creation, design, and formatting
  • Experience working in a classified environment.
  • Demonstrated ability to work effectively in a team environment and the ability to take direction.

WORKING CONDITIONS

Work is performed in an office setting and may be subject to frequent interruptions.

 PHYSICAL REQUIREMENTS

Position requires exerting up to ten (10) pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves extended periods of sitting while engaged with a computer terminal or phone.  Must have close visual and audio acuity to perform activities such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; determining the accuracy, neatness and thoroughness of work.
