Job Summary

Under the guidance of the Designated Campus Building Official acting in the role of Authority Having Jurisdiction, reviews plans, calculations, and reports prepared by the architect and engineer of record and confirms compliance with all applicable codes, regulations, and standards, on a wide variety of construction projects ranging from maintenance, repair, alterations, small additions, tenant improvements, and new construction. Provide technical advice to consultants, architects, engineers, contractors, developers, Construction and Design project managers on the application or interpretation of codes, engineering and planning problems arising in the preliminary design of buildings and other structures. Reviews and evaluates proposals for alternate materials, methods of construction, and/or variances to codes and standards. Conduct field inspections to ensure that the finished construction complies with approved plans. Supports Project Managers and permitting staff in processing permits in a timely manner To maximize flexibility and ensure continuity from plan review to field inspection, the University intends that the incumbent in this position acts as back-up to Inspector, and plan reviewer and vice-versa.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

Department Description

The organization of UCSF Real Estate is focused on the development, planning, delivery and management of physical space for UCSF. Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capital assets and projects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.

The department serves to provide the following services, which includes:

• Building Permit Services: responsible for issuing, maintaining and tracking permits for all construction, alterations, additions, repairs, and demolitions, along with inspecting all building projects to assure compliance with the UC & California Building Standards Code.
• Business Intelligence: provides integrated technological products and services in support of the UCSF Real Estate mission including:
  • Space Analytics: responsible for the data management of UCSF's space inventory of 10 million square feet of owned and leased space and maintains the space database of record at UCSF, coordinating and reporting that data to the University of California Office of the President.
  • Geographic Information Systems (GIS): provides spatial mapping of the UCSF build environment as a resource for all UCSF applications
  • Project Management Information Systems (PMIS): provides the UCSF Real Estate with coherent organization of the information required for an organization to execute projects successfully.
  • Document Management: provides document control, archival and electronic record management and consulting
• Campus Planning: responsible for all UCSF Campus and Medical Center Physical Planning, Space and Capital Planning. Provides professional planning services that guide the physical development of the campus and assists in strategic development and improvements of buildings and space to support UCSF's mission of research, teaching, health care, and public service. The department maintains the Long-Range Development Plan (LRDP) for UCSF campus sites, develops land use plans, site and new facility evaluation, and conducts environmental analysis to comply with the California Environmental Quality Act (CEQA). Assess campus space needs and requirements, and annually updates the campus Capital Improvement Program that draws upon state, non-state, and campus discretionary resources to fund capital projects.
• Design & Construction manages the execution of the UCSF capital plan and provides project management services to those embarking on capital construction and real estate renovation projects for projects. Planners, designers, administrators, contractors, inspectors, and others work together to meet the needs of UCSF clients.

• Finance, Administrative and Operations Services provides financial, HR and administrative management and support services for all UCSF Real Estate functions
• Real Estate Services: overseas UCSF's real estate portfolio and structures and negotiates commercial real estate transactions for Campus and Medical Center real estate. This includes acquisition, disposition, development and provides asset management services for over one million square feet of leased office, laboratory, medical, clinic, and residential space.

UCSF Real Estate includes approximately 154 UCSF and contract personnel; operating/recharge budgets of more than $60M per year; current year capital project expenditures of $208M; and oversight and responsibility for a $9.7 or 11.3B long-range capital development plan.

Required Qualifications

• Bachelor's degree in structural, civil, electrical, or mechanical engineering; architecture, or related area.
• Advanced knowledge of California Building Code, ADA, Cal OSHA, and the campus, medical center, or University Construction Design Standards and UC policies.
• Expert knowledge/skills in providing comprehensive plan reviews of tenant improvement, or new construction projects as well as code applications for replacement, repairs, and upgrades of facilities, with particular emphasis on area of technical expertise.
• Advanced knowledge of the campus, including its infrastructure and applicable rules, regulations, policies, and practices.
• Advanced verbal and interpersonal communication skills including the skill to work effectively with a variety of constituents at all organizational levels.
• Advanced organizational and analytical skills, including skills in problem recognition, avoidance, and resolution.
• Advanced skills in effectively meeting budget and time constraints.
• Skills to use computers and other electronic media to complete project documentation of all inspections, project progress, contractor manpower and equipment accounting, and digital photography of the work in progress.

Preferred Qualifications

• Certification in a specialty skilled trade.
• Advanced knowledge of California Mechanical, electrical, or plumbing codes.
• Advanced Knowledge of stormwater best management practices, geotechnical engineering and earthwork, and utility infrastructure
• Advanced skills in reviewing, evaluating, and advising project management on project completeness as applied to applications for progress payments submitted by contractors.

License/Certification

Required:

• Current California registration as an Architect or Engineer(structural, Electrical, mechanical, GE, or civil).

Preferred:

• ICC Certification for Commercial Building Inspector
• ICC Certification for Building Plans Examiner
• ICC Certification for Fire Inspector
• ICC Certification for Mechanical/Plumbing Inspector
• ICC Certification for Electrical Inspector
• California Office of the State Fire Marshal Certified Fire Inspector
• California Office of the State Fire Marshal (various certifications)
