Job Description
  1. In accordance with the DoDM 5105.21 v3 and ICS/ICD 705, the SSM shall draft the Construction Security Plan (CSP); outline threat and risk mitigation strategies to be carried out for each Task Order (TO) for DIA/SEC approval. As directed by the COR the SSM shall implement the CSP when approved by DIA/SEC or the local responsible government security officer. The CSP shall be implemented by the 35% construction design mark.
  2. Shall participate and provide technical support when attending meetings, in-progress reviews, integrated concept, product teams, working groups, design meetings or conferences.
  3. Must be dedicated to this project and shall not hold any other positions on other contracts unless specifically authorized by the COR and Authorizing Official (AO) to be a Part Time SSM.
  4. Shall perform design reviews of the project plans throughout each phase of the design process.
  5. Must conduct design reviews shall be done from a security perspective to confirm designs and plans are all inclusive of Sensitive Compartmented Information Facilities (SCIF)/ Special Access Program Facilities (SAPF) accreditation requirements, both in their identification and within the details.
  6. Must conduct an initial Risk Assessment of each project, with subsequent risk assessments completed as directed by the AO/Special Security Officer (SSO).
  7. Must work with the AO/SSO and project's General Contractor (GC) on the security requirements for the project.
  8. Must ensure requirements contained within the ICD/ICS-705 (current version) are implemented and advising the AO/SSO of compliance or variances.
  9. Must conduct periodic security inspections to ensure compliance with the CSP.
  10. Must document security violations or deviations from the TO specific CSP and notifying the AO/SSO within 3 business days.
  11. Must ensure that procedures to control site access are implemented.
  12. Must maintain a list of all workers, companies and venders used on the project and including this list in the final SCIF accreditation files.
  13. Must implement procedures to deny unauthorized site access.
  14. Must maintain CST and CAG documentation records for the duration of the project to include into the final accreditation package.
  15. Must coordinate appropriate levels of the SSM Staff on-site resources in conjunction with the Construction Contractor's schedule to always ensure security and surveillance.
  16. Must develop SOPs for the SSM Staff to perform their duties in accordance with the CSP, AO/SSO Direction, and ICD-705.
  17. Must create, develop, and apply inspection methods to be conducted by SSM personnel when inspecting construction materials, finished and unfinished construction work, tools, equipment, personnel, and personal items such as bags, lunch boxes, and associated items.
  18. Must apply extensive knowledge of DoD, the ICD/ICS, and any additional administrative policies, regulations, instructions, and procedures in order to develop and apply new techniques to implement and execute innovative SCIF construction security strategies to achieve the goals and objectives for the construction security and accreditation of this project.
  19. Must initiate and update the FFC and TEMPEST Checklist, compiling all required documentation (floor plans, certifications, details, etc.) for submission to the AO/SSO.
  20. Must perform and/or oversee all STC and IEEE-299 testing conducted in support of approved CSPs ark with the AO/SSO and project's General Contractor (GC) on the security.

The salary range (or hiring range) for this position has been established between: $75,000.00 - $80,000.00
