Department Overview
UC Controller provides strategic leadership and support of systemwide financial functions including corporate accounting, federal and extramural costing policy, benefit plan accounting, endowment and investment accounting, payroll policy and compliance and taxation. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University's financial systems are compliant with all University, State and Federal laws, rules and regulations.

Position Summary
The Senior Tax Analyst uses advanced tax concepts to resolve complex system-wide tax issues. Draws upon technical skills and knowledge of the University's tax compliance posture to resolve such issues. This position works closely with the Director of Tax Compliance and is regularly assigned highly complex tax research assignments of a diverse scope requiring analysis of identifiable factors that utilize multiple sources of research. Demonstrates sound judgment in selecting methods and techniques for obtaining solutions, completing analysis and developing recommendations. Normally receives little instruction on day-to-day work once acclimated to the position. General instructions are provided on new or unique tax issues or assignments. Interacts with senior internal and external personnel, both within UCOP or system-wide, on matters of significance to the finance organization. Is able to lead a project to its completion. Provides system-wide tax compliance advice and research and interacts regularly with campus and UCOP clients. Must keep current with evolving tax compliance issues. Responsibilities include ensuring University tax compliance assigned to this department and regularly checks and updates the tax calendar to ensure such compliance.

Key Responsibilities

  • 40% Tax preparation and filing

Support for miscellaneous tax filings such as the 1099 series forms and 1042 forms filed by the Business Resource Center. Quarterly excise tax compliance and annual executive excess tax compliance. Sales and use tax compliance for UCOP; CA, DC, KY and LA returns. Make sure deposits of tax are made timely and tax returns filed. Coordinate unrelated business income tax compliance with outside provider including gathering K1s and obtaining and analyzing financial worksheets for reportable activities from campuses before providing them to the outside vendor. Investigate new reportable activities for UCOP and prepare financial worksheets. Analyze and issue preliminary determination on new financial activity questionnaires submitted by campuses and UCOP departments; share results with outside provider and upload to client interface. Ensure tax deposits are timely made. Other duties as assigned by Tax Director.

  • 20% Client Service

Advise the Business Resource Center on tax reporting issues. UC Path Support for tax updates, registrations, and research on payroll tax reporting requirements on variety of issues

  • 20% Tax and Payroll Policy and Procedures

Updates tax policies including those for disbursements, payroll tax, unrelated business income tax, travel policy, business meals and entertainment, gift policies.

  • 10% Glacier nonresident alien tax coordinator

Arrange training for campus user groups, answer nonresident alien tax issues, and the annual 1042-S process. Assist the BRC Tax Analyst in filings.

  • 10% Miscellaneous tax and payroll compliance reporting that includes the EDD quarterly reporting the California, Bi-weekly New Hire Reports, and the Quarterly Reporting of International Transactions filed with the Department of Commerce. Also assist with 1099R reporting questions from UCRP


Experience
Required Qualifications

  • Min 5 years Progressive work experience involving payroll, tax updates, nonresident alien tax software system and other payroll and tax related projects


Skills and Abilities
Required Qualifications

  • Thorough knowledge of IRS and California State Tax reporting requirements applicable to the returns/filings required to be filed by the University.
  • Proven ability to independently gather, organize, and perform tax compliance related analysis.
  • Strong oral, interpersonal, and written communication skills.
  • Proven ability to work independently and in a team environment.
  • Ability to prioritize and complete multiple projects concurrently.


Preferred Qualifications

  • Experience with tax and compliance functions and assignments.
  • Knowledge of UC payroll system.
  • Analysis of Partnership investments and preparation of related tax filings.


Education
Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.

  • Master's degree in Taxation

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the state of California.

Full Salary Range:
$77,600 - $140,400

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
