Program Analyst II
Contingent upon Contract Award
Purpose:
  • Valkyrie Enterprises has need for a Program Analyst II who will be key in providing technical support to NAVWAR.
  • Located in San Diego, CA
Job Description:
  • Develops Acquisition Management provides daily program, analytical, and acquisition management support to senior level executives.
  • Provides detail-oriented management of records, business research analysis, and valuation strategies.
  • Involved in various administrative tasks. Acquisition Management should have strong computer, finance, and analytical skills.
  • Develops mechanisms for monitoring progress and for intervention and problem solving. Integrates all functions and activities necessary to perform the project/program to meet customer requirements.
  • Directs personnel, manages cost, schedules, ensures contract compliance, and serves as customer interface.
  • Monitors project to ensure scope of work, schedule, and budget are well defined and maintained.
  • Variables in determining contract complexity include technology used, schedule requirements, cost, contract complexity, risk, number and complexity of subcontractors, and customer complexity.
Qualifications:
  • Must have a bachelor's degree from an accredited four-year college or university in business, sciences, political science and at least 3 years in related experience.
  • Must have at least 3 years of experience in a Government Acquisition Program Office with experience in the following areas:
    • Government contracts
    • Managing Cross functions
    • Business Management
Desired Qualifications:
  • Preferred Master's degree from an accredited college or university in business, sciences, political science or contracts.
  • Prefer Defense Acquisition University Level III or equivalent certifications.
  • Business/Program Management certification preferred.
  • Federal Acquisition Regulations training preferred.
  • Prefer experience in supporting contract management of government contracts and subcontracts in accordance with company policies and procedures, applicable laws, and customer requirements.
  • Prefer experience in tracking and monitoring contract changes, deliverables, correspondence, and risks, and maintaining associated documentation.
  • Proficient in MS Office applications.
  • Prefer experience in the management of all aspects of pre-award and post-award activities relating to complex cost-reimbursement & commercially priced Government contracts.
  • Prefer experience in the review and evaluation of industry cost/price proposals and responding to cost issues/questions during negotiations.
  • Experience in supporting contract administration and close-out of complex contracts, to include conducting audits of Delivery Orders and recommending close out preferred.
  • Ability to serve as the senior specialist point of contact and lead business authority for contract issues preferred.
  • Experience in evaluating and reviewing contract terms and conditions for contracts to ensure requirements are supporting project missions preferred.
  • Working knowledge of a wide range of contract types, methods, and techniques, and ability to provide recommendation in applying innovative ways to achieve better value procurement to support project missions preferred.
Security Requirements:
  • Must have an Active Secret DoD Secret security clearance and the ability to maintain one.
Travel Requirements:
  • Occasional travel- less than 10%
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Pay Range: $80,000 - $94,419 per year
