Job Summary

The Director of Public Affairs supports development and is responsible for execution of the Company's legislative and regulatory agenda, as well as corporate brand positioning. This includes strategic advocacy, communicating the policy concerns and priorities of Cemex to legislators, regulators and additional governmental & non-governmental stakeholders on federal, state and local levels and enhancing the Cemex brand with our external stakeholders - both public and private. The position works with a multi-functional team across multiple states to plan and strategize a clear and concise advocacy plan on issues affecting Cemex and the industry. This position reports directly to the Senior Vice President of Sustainability, Communications & Public Affairs, a member of the U.S. Management Committee, and interfaces regularly with Global Public Affairs.

Job Responsibilities
  • Communicating in writing and through personal contacts, Cemex's positions on legislative, regulatory and policy issues to elected officials, departments and agencies along with other impacted or interested parties
  • Working in a team setting to develop and execute strategies to advance Cemex's legislative and regulatory priorities and to enhance brand recognition and reputation
  • Preparing talking points and presentations to assist in communicating Company's views on legislative and government relations issues
  • Reporting to senior management and leadership teams on matters of interest to the company and industry
  • Planning and executing related programs directed at building public awareness and support for external priorities in support of Cemex's business goals
  • Representing Cemex at industry, trade association and coalition meetings, as well as similar events and activities, as required
  • Secure and develop thought leadership opportunities for Cemex
  • Manage and direct external consultants to achieve desired outcomes
  • Coordinate and oversee political contributions and internal solicitation process for Cemex Employees PAC while ensuring compliance with Company policy and applicable laws
Qualifications
  • Bachelor's degree in Business, Political Science, Public Administration or related field or the equivalent combination of education and training/experience
  • Minimum of 7 years of federal legislative or Administration experience; preferably with a focus on industrial, energy, sustainability, and environmental issues
  • Strong preference for at least two years of corporate experience in government affairs
  • Ability to travel a minimum of 30%
Knowledge, Skills, and Abilities
  • Demonstrated strong written and verbal communications skills
  • Strong advocacy skills
  • Strong focus on public policy, lobbying, issues management, government relations and/or crisis communications in an industrial sector, preferably construction materials
  • Ability to manage multiple projects simultaneously and meet deadlines
  • Knowledge of legislative and regulatory processes with a thorough understanding of authorization and appropriation legislative processes preferred
  • Demonstrate ability to interact with senior business, dignitaries, and government officials
  • Strong research, analytical skills and ability to stay up to date on legislative initiatives
  • Advanced leadership and management skills with a proven ability to motivate others
  • Ability to continuously improve internal processes
Working Conditions
  • Frequently works long hours and is required to be on call and available on an emergency basis
  • Comfortable working in a fast-paced, time sensitive environment
  • Ability to work with standard office/computer equipment
  • Capable of working in an open office environment
Physical Requirements
  • Requires working with strict deadlines, and deliverables
  • Requires travel within the US
  • Requires sitting/standing in front of a computer for extended periods of time
  • Requires strict adherence to all safely rules within an office environment and industrial plant locations where personal protective equipment (PPE) is required
