Job Description

Acquisition Hub Information Technology Management Support:

  • Provide digital solutions, site development, technological products and support to manage and execute Acquisition Hub objectives to include Strategic Career Action Plan (SCAP), Ad hock Training Tool, Comprehensive Training Database/Tracking, 360 Performance Review Tool, Mentor Database, Interactive Onboarding, Recruitment and Outreach.
  • Facilitate digital solutions deployment across the Hub organization and associated Government data management tools.
  • Conduct research, use case scenarios, wireframes, and business cases, draw connections between Acquisition Hub processes, and formulate potential policy impediment pilots to drive organizational change.
  • Develop, maintain, and update implementation guides and standardized processes in addition to assisting the Government in developing and updating policies and instructions IAW the latest regulations, policies, and directives to include items from SSC, USSF, Space Systems Command, Field Command, Air Force, DOD, Office of Management and Budget (OMB), Government Accountability Office (GAO), etc.
  • Deliver hands-on coaching guidance on how to properly set up, update, and use Acquisition Hub tools and digital solutions tools. Work with Space Force personnel (both individually and in groups) in order to ensure that Government personnel understand concepts and have the tools and knowledge required to execute their respective programs. Work directly with customer business and IT resources to implement business process management solutions and manage the solution life cycle by developing system requirements and technical designs, managing software engineering resources, and testing and deploying the solution. Work closely with the organization to coordinate and execute the implementation and to develop and enhance tools and processes for the purpose of improved efficiencies, performance and reporting.

Database Development and Transition

  • Assist, develop, document, modify, upgrade, update, transition into, and maintain standard functional databases to support organizations in meeting mission requirements.
  • Transition existing program-unique software and databases into standard, non-proprietary standard databases that will be able to be accessed and used by Space Systems Command personnel.

Database Maintenance

  • Develop, document, modify, transition to, and maintain standard functional databases to support organizations in meeting mission requirements, as required.
  • Maintain, monitor, and update information across multiple information systems and software applications for Acquisition Hub leadership as required by the Government.
  • Plan transition, and upon approval of the plan, execute the transition of existing program/functional discipline- unique software and databases into standard and/or updated databases and software. The end result shall include, but not be limited to, the creation of non-proprietary standard databases in government-acceptable formats. Existing and developed databases shall use web-based applications/systems such as, but not limited to, SharePoint and Open Text Content Server (formerly known as Livelink) to organize, share, and store files and provide access to the database and metrics.
  • Use Government usable/accepted standardized and specialized software applications or databases in the execution of this requirement to include, but not be limited to: MS Office, Acquisition Career Management System (ACMS), Acquisition Now, Air Force Advanced Distance Learning System (ADLS), Air Force Management System (AFMS), Air Force Records Information Management System (AFRIMS), Air Force Reporting Instructions Tool, Air Force Advantage, Air Force e-Publishing, Air Force Portal, Assignment Management System, Automated Systems Individual Medical Status, Automated Time Attendance and Production System (ATAAPS), Base Level Service Delivery Model, Defense Acquisition University (DAU), Defense Civilian Personnel Data System, Defense Travel System (DTS), Equipment Inventory Database, General Services Administration (GSA) Advantage, Isolated Personnel Report, Livelink, Logistics Module, Management Internal Control Toolset (MICT), Military Personnel Data System (MilPDS), Personnel Records Display Application, Security Force Management Information System, Sharepoint, Task Management Tool (TMT), Virtual Military Personnel Flight (vMPF), Virtual Personnel Center Guard-Reserve, Personnel Online Database System, and any other mandated system or database.
  • Use databases and applications to visualize metrics and data reports as requested to assist SSC and other levels of leadership (e.g., HQ USSF, SF Field and Combatant Commands, Field Sites, etc.) with analyzing the state of the Space Force workforce.

Digital Solutions Design and Development

  • Develop and implement the digital tools identified as critical pilot programs of the Acquisition Hub.
  • Apply agile or advanced software development models and recommend Agile approaches to ensure success of the ongoing customer team efforts.
  • Provide the government capability to rapidly acquire, deliver, and onboard commercial software technology tools in support of Acquisition Hub.
  • Have capability to experiment, and conduct DevOps with new tools, as well as assist in technical support to inject the new technology across the organization.
  • Have expertise in prototyping and system validation to test pilot new trial tools and recommend approach for Government to manage multiple simultaneous efforts using multiple tailored Agile methodologies.
  • Develop, document, modify, transition into, and maintain standard functional databases as needed. Execute the transition of existing program-unique software and databases into the standard non-proprietary database that is accessible and usable by authorized personnel.

Web-based Applications Design and Building

  • Design, create, build, and configure Government web-based applications and systems (e.g., SharePoint, Cloud hosted environments, Open Text Content Server, Government website libraries) to support various data gathering and presentation efforts. These designed sites shall enable the Government to manage processes, requests, reviews, and data in an organized and efficient manner.

Web-based Application Development

  • Design, create, or configure, as applicable: forms, surveys, and interactive user interfaces, to design custom front-end interfaces. Applications will be delivered on the SharePoint platform for each discipline and the development of a mobile application.

Data Governance

  • Perform tasks in support of data governance activities to ensure data assets are adequately secured, quality-controlled, and managed.
  • Perform tasks in support of various Acquisition Hub data management activities such as, but not limited to data architecture, data security, data quality, data operations, data document and content management, data modeling and design, data storage, data integration, and meta-data management.
  • Provide data governance support in compliance with the requirements in the forthcoming Digital Accountability and Transparency Act of 2014, or later (DATA Act).

Job Requirements

Minimum/General Experience: 10+ years demonstrated experience in related fields.

Salary information below is a general guide only. Salaries are commensurate with experience and qualifications, as well as business and market considerations.

Salary Range:$225,000-$260,000

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.
Physical Demands This is largely a sedentary role mostly sitting; however, some filing maybe required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.
Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
