Scope of Position

The Senior Permitting Lead is responsible for supporting the management of permitting activities necessary to successfully advance Atlantic Shores' portfolio of offshore wind energy projects.

As the Senior Permitting Lead, you will work closely with the Permitting Manager at Atlantic Shores and the rest of the Development Team, the Technical and the Commercial Teams, to progress efforts associated with all aspects of project development including ports and interconnection, strengthening relationships with key stakeholders and liaising with Federal, State and local government organizations on permitting and compliance monitoring for Atlantic Shores.

The Senior Permitting Lead will assist with all aspects of environmental and permitting services pertaining to Atlantic Shores, supporting general project development including contributing to a proactive HSSE approach, while recognizing and managing risks over the full lifecycle of the asset. Leading the preparation of siting studies required for permit applications and stakeholder engagement and representing Atlantic Shores with government agencies and stakeholders. The Senior Permitting Lead will report to the Atlantic Shores Permitting Manger, and may be extensively responsible for the development of one or more site assessment plans (SAPs) and constructions and operations plans (COPs) in accordance with guidelines from the Bureau of Ocean Energy Management (BOEM) and associated key federal permits including but not limited to the National Oceanic and Atmospheric Administration (NOAA); U.S. Army Corps of Engineers (USACE), the U.S. Coast Guard, the U.S. Environmental Protection Agency (EPA), Federal Aviation Administration (FAA), U.S. Fish and Wildlife Service (USFWS), and the Department of Defense (DOD). The Senior Permitting Lead will also be responsible for liaising with State and Local Agencies and for managing the development of state/provincial, and local permit applications and associated compliance requirements.

Responsibilities

95% - Support general project development

    Supporting the design and permitting of project site characterization activities on and offshore
  • Supporting on and offshore facility siting; leading the preparation of siting studies required for permit applications and stakeholder engagement; representing Atlantic Shores with government agencies and stakeholders
  • Leading federal, state/provincial, and local permit applications

Other Tasks will include:

  • Setting project milestones for scope, schedule, and budget for all project permitting tasks and ensure milestones are met
  • Perform technical checking and initial approval of certain work products produced internally and/or externally
  • Collaborate directly with other technical groups within Atlantic Shores and/or their parent companies EDFR and Shell to complete multi-disciplinary deliverables
  • Prepare or coordinate proposals and bids
  • Solicit and manage environmental contractors
  • Give technical presentations and participate in panel discussions at industry workshops and conferences
  • Foreseeing upcoming permitting challenges and working ahead to devise creative solutions

5% - Other duties as assigned

Supervision of Others:

1-2 direct reports possible in the future.

Qualifications
  • Experience leading environmental assessments or environmental impact statements compliant with the National Environmental Policy Act (NEPA) for large-scale multi-disciplinary offshore infrastructure projects, including but not limited to offshore wind facilities
  • Experience with projects under the jurisdiction of BOEM, Nation Oceanic and Atmospheric Administration (NOAA); U.S. Army Corps of Engineers (USACE); U.S. Coast Guard (USCG), U.S. Fish and Wildlife Service (USFWS), the Department of Defense (DOD), and/or the Federal Aviation Administration (FAA)
  • Experience and/or training in relevant fields such marine biology, marine ecology, land use planning, environmental science/engineering, or environmental law/policy or a similar
  • Experience leading multi-disciplinary teams as project manager

  • Ability to work in a multi-cultural context and a fast-paced JV environment
  • Strong attention to detail and high degree of organizational skills

Physical Requirements:

Ability to travel as needed to an Atlantic Shores or parent office (e.g., Houston, TX, Brooklyn, NY, Atlantic City, NJ, or Montreal, Canada) for several days at a time.[1]

Working Conditions:

80% of time is spent in the office environment, utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment. As conditions allow, approximately 20% of the time is spent on site overseeing survey work as needed or meeting with contractors, in offsite workshops or visiting other Atlantic Shores or parent offices, or training.
