Job Overview: From March 2022 - March 2023, the International Rescue Committee launched and implemented a first-of-its-kind service model for the resettlement of 556 Afghan Humanitarian Parolees (AHPs) who arrived through Operation Allies Welcome. Via a comprehensive and personalized virtual case management model, the Virtual Afghan Placement and Assistance (VAPA) program provided per capita direct assistance, client-led case management, and resources and referrals for the successful resettlement of these new arrivals. Building off of this program, the IRC now implements the Virtual Reception & Placement (VR&P) program for Special Immigrant Visa (SIV) holders, the Virtual Resettlement Line for humanitarian parolees, and the Welcome Corps Support Line for private sponsor groups welcoming newcomers through the Welcome Corps.

Using the model developed during VAPA and further advanced for the current iteration of the VR&P program, the International Rescue Committee (IRC) aims to meet the ambitious goal of receiving and resettling up to 10,000 individuals in FY24 from the Western Hemisphere and Operation Enduring Welcome platforms. This project will include coordinating steps overseas, partnering with a variety of stakeholders across the United States, and effectively establishing relationships in a virtual setting.

The remote and pioneering nature of this project requires an experienced leader to oversee a fully remote staff providing VR&P across a region in the United States. Utilizing a regional model, the Resettlement Manager for VR&P is assigned to one of three regions, based on location (East, West, Central), and oversees a team of Virtual Casework Supervisors who oversee their own teams of Virtual Caseworkers. The Resettlement Manager is responsible for ensuring adherence to program policies and requirements and the quality assurance of all activities performed by their team.

Major Responsibilities:

  • Oversee daily operations of their VR&P team's services, providing guidance, leadership and direct support in all aspects of service provision.
  • Oversee the recruitment, hiring, and training of VR&P team members and ensure they are managed in accordance with IRC's People Manager Standards.
  • Monitor the delivery of core resettlement services to ensure compliance with all program standards and grant requirements in accordance with Reception and Placement, adapted for the virtual nature of VR&P.
  • Ensure that all electronic case files and databases are maintained in accordance with contract requirements and all records required by IRC are submitted on time and in accordance with guidelines.
  • Act as principal liaison with IRC's Processing unit on issues of case allocation and assurance.
  • Oversee budget and approve expenses on their VR&P team, ensuring costs are maintained within allocated budgets.
  • Ensure timely delivery and accuracy of VR&P reporting.
  • Participate in the development and writing of grant proposals in support of the work of the VR&P team.
  • Maintain ongoing communication with State Refugee Coordinators, community partners, and stakeholders of their region on the status of the programs, themes and trends seen in arrivals, and provide regular opportunities for discussion and brainstorming to serve clients in their region.
  • Other duties as assigned.

Job Requirements:

Education:

  • Bachelor's Degree required, preferably in Social Work or related field.

Work Experience:

  • Minimum of 5 years of related professional experience.
  • Experience working with refugee and/or immigrant populations strongly preferred.
  • Experience managing a team of direct service providers strongly preferred.

Demonstrated Skills and Competencies:

  • Knowledge of benefits and state-funded resources for refugees and referral pathways in one of the following states is preferred: California, Washington, Virginia, Maryland, Florida, Wisconsin, Montana, or Texas.
  • Proven ability to work under pressure with deadlines and manage multiple priorities in a responsive and solutions-based manner.
  • Outstanding organizational, leadership and team-building skills; experience developing virtual/remote teams a plus.
  • Fluency in English required; fluency in a language spoken by clients (Dari, Pashto, Spanish) a plus.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook, PowerPoint), internet research, and experience using databases and information gathering systems.

Working Environment:

  • Fully remote.
  • May require occasional weekend and/or evening work for any client-related emergencies.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
