Job Description

ISN is actively seeking an experienced Supervisory Welfare Professional to support the U.S. Department of Homeland Security (DHS) Office of Health Security (OHS). The child welfare professionals will provide support to strengthen the care and protection of children in custody of the DHS between the time of encounter and transfer to a long-term care facility (generally the first 72 hours post-encounter). Specific tasks for this role may include but not limited to the following:
* Provide child well-being related advisement and decision support to USBP Leadership and attend appropriate meetings and briefings with external groups regarding child well-being and communicate program information.
* Perform managerial and supervisory responsibilities in the field and liaise with the CWB Regional Leads and the Program Manager in DHS HQ.
* Rotate through locations in the Sector, including CPCs and Stations as needed with homebase primarily in Sector HQ, based on operational realities.
* May manage more than one Sector in the case that each Sector experiences low volume of UC and family groups and are proximal in location.
* Serve as the main point of contact and manager for CWB Specialists for all program matters.
* Serve as the main point of contact for USBP Sector Leadership for all program matters to provide support through professional opinions, technical expertise, and technical assistance regarding Sector-wide concerns for child wellbeing and trauma informed care.
* Provide professional guidance and management to the CWB Specialist in decision support and special case advising as needed.
* Provide regular weekly supervision for every CWB Specialist within their responsibility.
* Support coordination for special cases which may be escalated by the CWB Specialist, including facilitation of connection across local, state, and federal resources.
* Coordinate CWB Specialist staffing allocation among facilities and stations based on operational realities.
* Coordinate with the Child Well-Being Program Regional Leads and the Child Well-Being Program Manager within DHS HQ on reporting requirements, implementing initiatives, and responding to requests for information.
* For complex special cases, engage with USBP Leadership and all necessary stakeholders including HHS ORR to coordinate care and expedite placement.
* In the case of a complex special case scenario and/or CWB Specialists otherwise occupied, perform all responsibilities of a CWB Specialist in Central Processing Centers and alternative settings such as Stations.
* Maintain updated surge support deployment plan and coordinate deployment of CWB Specialist to surge support activities as necessary.
* Coordinate regular staff meetings, ongoing training, performance reviews, and human resources requirements for CWB Specialists.
* Regularly engage individual CWB Specialists for regular reporting and documentation regarding status of special cases, integration into facilities, and other program evaluation criteria.
* Provide the necessary programmatic and technical expertise to support Child Well-Being Program Regional Leads, CWB Program Manager and USBP Sector Leadership in the development of plans, policies, protocols, and standards as part of child well-being program implementation.
* Coordinate information gathering and perform qualitative and quantitative analyses for periodic review of current plans, policies, protocols, and standards including application of recent guidance from child wellbeing organizations and medical societies such as the American Academy of Pediatrics.
* Coordinate DHS-approved implementation of child trauma reducing interventions.
* Escalate opportunities for continuous improvement and share well-researched proposals for implementation with Child Well-Being Program Regional Leads, CWB Program Manager and USBP Sector Leadership as appropriate.
* Coordinate across stakeholder groups to promote integration of interventions with the operational mission.

Qualifications

Active DHS clearance or ability to obtain clearance.
US Citizenship is required (required by the federal government for this position)
State licensed and/or certified in one or more of the following specializations:
* Social Worker (LCSW or LICSW)
* Counseling, Family Therapy or Counseling Psychology (LPC or those with MS or MA in a directly related field)
5+ years working experience post full licensure in child development, culturally competent and trauma-centered care, and performing evaluations in direct engagement with children and their families, with work experience in a clinical or immigration setting strongly preferred
Bilingual, English and Spanish
2+ years management experience leading and supervising staff

Experience:

* State licensed and/or certified in one or more of the following specializations:
Social Worker (LCSW or LICSW)
Counseling, Family Therapy or Counseling Psychology (LPC or those with MS or MA in a directly related field)
* 5+ years working experience post full licensure in child development, culturally competent and trauma-centered care, and performing evaluations in direct engagement with children and their families, with work experience in a clinical or immigration setting strongly preferred
* Bilingual, with Spanish and creole/French strongly preferred due to the language barriers in communicating sensitive topics with minors
* 2+ years management experience leading and supervising staff

Education:

* State licensed and/or certified in one or more of the following specializations: Social Worker (LCSW or LICSW), Counseling, Family Therapy or Counseling Psychology (LPC or those with MS or MA in a directly related field)

Additional Requirements:

* Available to work flexible hours, including nights and weekends.
* Position is required to work 12 hour shift work.
* Requires the ability to travel to CBP work sites, as needed.
* Position is considered Essential; required to report and work during emergencies or crises, including inclement weather, natural and man-made disasters, etc.
* Strong MS Office skills to include Word, Excel, and Teams.
