Job Purpose

With the guidance of the Assistant Vice President of Human Resources, provide support nationwide to managers and employees regarding union issues, payroll issues, and other payroll requirments. Oversee and manage the organization's payroll functions, ensuring that pay is processed on time, accurately, and in compliance with government regulations.

Primary Responsibilities

  • The Payroll Manager will be an onsite role.
  • Oversees the day-to-day operations of the Payroll Department. Runs the processing of multiple payrolls. Monitors compliance with approved policies and procedures.
  • Implements processes that ensure all legally required federal, state and local taxes, Social Security contributions, and other deductions such as contributions to benefit programs are withheld from individual paychecks.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Supervises a workgroup of payroll staff. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary. Adjust workloads as necessary.
  • Ensures accurate accounting and reporting on all payroll related feeds to auditors. Performs and oversees accurate, correct, and timely payroll reconciliations and audits, and troubleshoots any issues that arise.
  • Reconciles and completes quarterly and annual federal and state tax reporting, including Forms W-2 and correction reports as required. Stays current, complies with and provides interpretations of various rules, regulations, laws, contracts and policies. May work with government agencies, benefit providers, auditors and/or other staff to resolve problems and provide requested information.
  • Processes payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Maintains or oversees the maintenance of employee records.
  • Provide constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with company policy.
  • Identifies and recommends updates to payroll software, systems, and procedures.
  • Interact with others in a professional and ethical manner.
  • Follow department and company procedures.
  • Keep up regular attendance and punctuality; regular attendance and punctuality are essential for the smooth operation of this company.
  • Performs other duties as assigned.

Position Requirements

Qualifications (KSA, professional certifications, education, experience, travel requirements)

  • Bachelor's degree in accounting / human resource management or a related field.
  • Eight years of experience in payroll processing required with five years in a supervisory or management role preferred.
  • Proficient in Payroll laws, codes, rules, and regulations. Principles and techniques involved in payroll preparation, monitoring and control.
  • Must have experience working in a union environment in a multi-state company.
  • Knowledge of policies, practices and procedures involved in the preparation, maintenance, verification, record-keeping, filing, and processing of payroll records.
  • Knowledge of tax withholding, voluntary deductions, garnishments and fringe benefits.
  • Computer proficiency with Microsoft Office (Outlook, Excel, Word and PowerPoint).
  • Experience with HRIS, payroll and benefits databases.
  • Proven ability to work effectively in a team environment.
  • Strong analytical and problem-solving skills.
  • Attention do detail and strong organizational skills are essential.
  • Ability to maintain a high level of confidentiality.
  • Must be proficient in Paylocity or a related payroll system.
  • Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Ability to understand and communicate benefits contract language.
  • Excellent communication and organization skills.
  • Less than 20% travel requirement

Physical Demands/Requirements:

Constantly (over 2/3):

  • Operates computer and other office productivity machinery such as calculator, copy machine and printer.
  • Remain in a stationary position for 50% or more of the time
  • Review documents, organizes data and detects accuracy of information
  • Communicates with customers and co-workers and exchanges accurate information in-person,

  • Moves throughout office accessing files, office machinery, etc.
  • telephonically and via electronic devices/e-mail

  • Moves materials or documents up to 25 lbs
  • Moves across wet/slippery and uneven surfaces
  • Must be able to position self to perform duties around industrial equipment and materials that are hot or hazardous chemical materials
