The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, five medical centers, three national labs and more. The staff at the UCPath Center work in a variety of areas including business operations, customer service, quality management, technology, training, human resources and communications.

Position Summary
Working independently with minimal direction, the Senior Payroll Tax Analyst monitors, manages, and reconciles multi-state and local payroll taxes at the employee and employer level for UCPath Center. This role is responsible for preparation, compliance, and timely filings of employment tax returns as well as reconciliation and issues resolution with tax agencies, external and internal auditors. This position leads the Finance Tax team to handle tax filing and reporting processes. This position provides support and guidance to subordinate team members for payroll tax law and regulation compliance. The position is responsible for complex projects associated with the maintenance of tax records and the preparation of all or specifically assigned tax returns and related reports at the Federal, State, and local level including but not limited to audits by internal and external tax entities which require research, analysis, and negotiation skills. The position works with federal, state, and local tax agencies as well as Corporate Teams, IT Teams, and various UCPath Teams in individual and combined functional audits.

Key Responsibilities

  • 25% Assists payroll staff and other interested parties to interpret and apply payroll tax laws, rules, regulations, policies, and procedures.
  • 20% Answers inquiries and provides required data to internal and external auditors as needed. Provides recommended solutions to management for identified problems.
  • 15% Supervises and trains the Tax team that are assigned individual portions of the return to ensure accuracy, completeness, and adherence to both UC policy and IRS regulations.
  • 20% Reconciles and submits payroll tax reporting to ensure accurate filings. Prepares returns for tax agencies, including amended returns. Researches agency notices and prepares responses, as applicable.
  • 5% Coordinates payroll tax audits, meetings on-site or virtually with auditors as required. Collects data, documents processes, analyzes requirements, and mediates resolutions subject to management approval. Assists in preparing documentation for internal and external audits.
  • 15% Accountable for tax table database in concert with payroll vendor. Generates reports as needed. Performs other special tax projects as assigned.

  • Min 8 years relevant tax, compliance or related experience


Skills and Abilities
Required Qualifications

  • Advanced knowledge of tax and compliance function
  • Able to extract, verify and compile tax information from a variety of sources
  • Ability to present complex tax related information in a clear and concise manner, both in writing and verbally
  • Must be experienced in the application of tax compliance and related software systems, as well as related policy, accounting and regulatory compliance requirements
  • Must be skilled in use of Microsoft Office and common desktop/web applications
  • Strong communication and interpersonal skills
  • Ability to meet deadlines and work well under pressure


Preferred Qualifications

  • Thorough knowledge of payroll system and reporting tools
  • Progressive tax compliance experience in a university environment with multi-state and international taxes
  • Advanced knowledge of UC payroll system

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

This position will work a hybrid scheldule which includes a combination of working both onsite at the UCPath Center in Riverside and remote in California
