Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $20.93 - $34.72. The budgeted hourly range that the University reasonably expects to pay for this position is $25.30 - $26.75.


Job Closing Date

Remote/Hybrid eligibility: This position is eligible for hybrid schedule.

9 months contract with possibility of extension.

About the Job

Applies professional human resources knowledge and organization policies and procedures to provide guidance to resolve a variety of human resources issues of moderate scope and complexity. Provides technical, administrative, , and clerical support to various units in the Human Resources Department, including Compensation and Classification, Recruitment, and, as time allows, to the Human Resources Managers. Researches and compiles information develops and maintains spreadsheets, maintains department metrics, prepares reports, orders supplies, maintains databases, and maintains calendars. The incumbent in this position interacts with staff at all levels at the UC Merced campus, other UC campuses, and the Office of the President. This is a Confidential position, meaning employees' duties typically require access to confidential information, which contributes significantly to developing management's positions in bargaining or grievances.

KEY RESPONSIBILITIES

  • As a first-level reviewer, the HR Assistant ensures the eligibility and completion of STAR, Stipend, and Out-of-Class payment requests. Review classification and reclassification submissions to guarantee packet completeness, promptly notifying the relevant departments of missing information. Tracks and audits salary increases for represented employees; serves as the primary contact for inquiries regarding compensation programs, personnel policies, and procedures. Collaborating with higher-level analysts, identify appropriate benchmarks for various positions utilizing a range of external survey sources, including those provided by UC Compensation. Efficiently coordinate with payroll or departments to ensure accurate and timely processing of all compensation actions, while working closely with systemwide HR to update and maintain crucial data such as title code, job code, and salary information. Gathers data for the annual Grade Watchlist process and assists in coordinating employee notifications as required.
  • Tracks, logs, and audits all requests submitted to the Comp/Class and TA units and provides metrics as requested. Completes reports and provides comprehensive metrics analysis and dashboards for Class/Comp and TA. Attends and participates in Class/Comp systemwide training and regularly scheduled calls. Ensures that HR information provided on the UCM website is current and accurate. Assists with developing and delivering campus-wide Compensation-related presentations for classification and compensation programs.
  • As the primary point of Talent Acquisition submissions, serves as a liaison between the Comp/Class Unit and TA to ensure all recruitment requests received by TA include the appropriate Class/Comp Approvals before assigning to recruiters. Ensures all offer letters align with the Comp/Class pre-approved hiring ranges. Review and approve contract extensions, route and log waiver of recruitments, and review, assign, and log recruitment requests. Download applications from TAMs when needed and provide TAM assistance to candidates, such as guiding them through application processes and resolving technical issues. Submit CBS2 tickets for service contracts and invoices, review and route rehire retiree forms, and update offer letter templates as needed. Coordinate access to performance documents for hiring managers and send notifications to employees receiving referral bonuses.
  • Manages sensitive and confidential information, which contributes significantly to the development of management's positions in bargaining or grievances related to effectively collaborating with client groups. Respond to RFI requests from Labor Relations and/or Leadership. General HR Support: Manages HR mail and email, orders supplies, and oversees TA and Comp email accounts; creates and edits webpages, manages personnel files, responds to job description and resume requests, coordinates telecommute agreements, schedules department meetings, assists with requests for information, and creates infographics, flyers, and forms as needed. Assists with event planning, execution as needed, and other duties as assigned.
  • Manages HR mail and email, orders supplies, and oversees TA and Comp email accounts; creates and edits webpages, manages personnel files, responds to job description and resume requests, coordinates telecommute agreements, schedules department meetings, assists with requests for information, and creates infographics, flyers, and forms as needed. Assists with event planning and execution as needed. Other duties as assigned.


Qualifications

EDUCATION and EXPERIENCE

  • High school diploma and/or equivalent certification/experience/training.
  • Bachelor's degree from an accredited university in Business Administration.

or

  • Three years of work experience in administrative/clerical work experience in a Human Resources setting, or the equivalent years of work experience which have led to the development of the skills, knowledge, and abilities essential to the successful performance of the duties assigned to the position is required.

CRITICAL KNOWLEDGE and SKILLS

  • Attention to detail and accuracy.
  • Skill in managing sensitive and confidential information regarding bargaining unit issues.
  • Knowledge of HR processes within an HR department. (Preferred)
  • Knowledge of processes and procedures for maintenance of personnel files. (Preferred)
  • Knowledge of department processes and procedures. (Preferred)
