Pay Range

$107,550- $133,524 Annually for the F04.3 level

$129,030 - $160,188 Annually for the F04.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.


Job Description

The Supply Chain Management (SCM) Policy Group has an opening for a Policy Analyst. The Policy Group develops policies and provides oversight for over $1 billion in annual procurement spend at LLNL. The Policy Analyst supports the needs of the SCM Department including oversight of procurement training and development, providing audit liaison support, performing procurement data quality control and managing SCM SharePoint sites and other SCM external and internal facing websites/resources. This position will report to the Policy Group Manager in the Operations, Policy & Oversight Division within SCM.

Full or partial telecommute/remote work options are available for this position.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide oversight of procurement training and development and work with department management to recommend procurement training and development goals for the procurement workforce and contributes to processing metrics that tracks progress toward goals. Directly provide training or outsource training, as appropriate. Maintain a database of procurement purchasing authorities and assess organizational posture to effectively execute the Lab's procurements.
  • Partner with other internal organizations, such as the Office of Laboratory Oversight, the Office of General Counsel, the Office of the Chief Financial Officer and others as audit liaison to support responses to internal and external audits of the procurement function. Prepare responses including data collection, records collection, oral interviews and/or written correspondence with auditors. Interfaces with auditors as appropriate.
  • Perform procurement data quality control by applying, interpreting and ensuring compliance with established procurement policies, procedures, business ethics, and other related processes including those that are complex and may require in-depth analysis and interpretation.
  • Provide layout and content development for SCM SharePoint sites and other SCM external and internal facing websites/resources.
  • Solve complex problems that are diverse and multi-faceted in scope; analyze and interpret multiple factors and criteria; independently selects methods and techniques to develop practical solutions.
  • Lead and oversee the collaborating of procurement personnel to resolve issues and developing recommendations for the Laboratory's procurement function.
  • Plan long-term project activities for self and others that impact the group or department.

Additional job responsibilities, at the F04.4 level

  • Develop training materials and delivers training to the department and internal customers on a wide variety of procurement subject matters including but not limited to procurement authority, market research techniques, competition requirements, cost and price analysis techniques, and contract administration.
  • Determine the scope of data quality control, oversees corrective actions, and advises management on trends and proposes policy and procedure changes to address issues. Lead the implementation of proposed policies and procedures within the organization.
  • Solve unique and highly complex problems that are diverse and multi-faceted in scope; analyze and interpret multiple factors and criteria; independently selects methods and techniques to develop creative and practical solutions.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level clearance which requires U.S. Citizenship.
  • Bachelor's in Business Administration or related field, or equivalent combination of education and related experience; may hold a professional certification.
  • Working and practical knowledge of government procurement practices , techniques and methods described in the FAR, DEAR (including DEAR Subpart 970 - DOE Management and Operation Contracts), as well as techniques and methods used by commercial businesses.
  • Demonstrated ability to operate a procurement career management program.
  • Experience supporting internal and external audits of procurement functions and procurement data quality control.
  • Experience developing and maintaining SharePoint sites, and other internal and external facing websites/resources.
  • Advanced writing skills in preparing official correspondence or other written communications.
  • Advanced oral communication and interpersonal skills to interact effectively with a diverse team and with a broad range of stakeholders such as government contracting officials, program managers, clients, customers, and auditors.
  • Proven ability to analyze and solve complex problems, use sound judgment, and recommend appropriate actions and implement solutions.
  • Experience or demonstrated ability to effectively organize and manage a diverse and varied workload, including ability to work independently toward goals and objectives.

Additional qualifications at the F04.4 level

  • Extensive working and broad practical knowledge of theories, practices, procurement techniques and methods including Federal Acquisition Regulations (FAR), and/or DOE Acquisition Regulations (DEAR) (including DEAR Subpart 970 - DOE Management and Operation Contracts), business law, government regulations, as well as techniques used by commercial business practices.
  • Excellent written and verbal communication skills. Ability to write clear, concise, and persuasive memoranda documenting facts and analysis.
  • Excellent oral communication and interpersonal skills to interact effectively with a diverse team and with a broad range of stakeholders such as government contracting officials, program managers, clients, customers, and auditors.
