Senior Program Manager - Irvine, CA

SOC is seeking a Security Services Manager. The contract is a comprehensive IT infrastructure initiative which aims to significantly improve the manner in which the Client's IT systems are operated, supported, and controlled. The Security Services Manager position is concerned with the Security Services Requirements section of this contract, providing leadership and oversight for the Security Operations Center (SOC) team and the services they provide. Those services are associated with (but not limited to) Security Information and Event Management (SIEM), incident response, Intrusion Detection and Prevention Systems (IDS/IPS), anti-virus and malware management, and firewall monitoring.


Team Goal is to support a Cyber Security Operations Center (SOC) for the City of Irvine. Work will include policy/procedure development, and day-to-day SOC functions - Monitor, Alert, Respond, and Report.

Duties and Responsibilities:


  • Architects, plans, configures, deploys, maintains, and upgrades COTS/GOTS and custom toolsets to address vulnerabilities and/or implement security controls.
  • Applies a combination of expert engineering knowledge of enterprise IT and security solutions to design, develop and/or implement solutions to ensure they are consistent with enterprise architecture security policies and support full spectrum cyberspace operations.
  • Designs, tests, and implements secure operating systems, networks, security monitoring, tuning and management of IT security systems and applications, incident response, digital forensics, loss prevention, and eDiscovery actions.
  • Includes security control design and solution planning at the system, mission, and enterprise level, security-in-depth/defense-in-depth, and other related IAM/ISSO/ISSE support functions.
  • Involved in a wide range of security issues including architectures, firewalls, electronic data traffic, and network access.
  • Researches and evaluates cyber capabilities and new security tools and products against operational requirements and introduces them to the enterprise in alignment with IT security strategy, and to support the offensive and defensive capability design and troubleshoot and problem solve technical and non-technical issues.

Required Qualifications

  • Bachelors and eighteen (14) years or more experience; Masters and sixteen (12) years or more experience; PhD or JD and nine years or more experience.
  • Required Certifications: Certified Information Systems Security Professional (CISSP), CISSP-ISSAP (Information Systems Security Architecture Professional, or similar industry related certification.
  • Professional experience leading a Security Operations Center (SOC) or similar organization providing cyber security services.
