DESCRIPTION

Provide professional project management services to the UCSD campus. Manage, coordinate and direct renovation, deferred maintenance (DM) and strategic energy upgrade (SEP) projects through each phase of the project lifecycle; projects range in value up to approximately $10M. Plan, schedule, coordinate, negotiate scope of work and budget as well as manage complete phasing of projects with faculty, researchers, key administrators, building maintenance staff, professional design consultants, construction contractors, etc.

Prepare Request for Qualifications (RFQs) and Requests for Proposal (RFPs) along with managing pre-qualification process of potential bidders. Prepare project documents for review and approval by various departments including Physical Planning, Environmental Health & Safety (EH&S) and FD&C. Prepare budgets for minor and major capital projects and manage through project closeout. Obtain project approvals through planning commissions, review boards, California Coastal Commission as necessary.

Supervise, consult with and provide direction to contracted architects, engineers, consultants and specialty vendors. Ensure ongoing communication and inter-coordination between all parties involved to manage projects within budget, on schedule, and ensure high quality work consistent with University requirements, building codes, fire codes and life/safety standards, etc.

QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.

  • Thorough working knowledge of building and construction, design, construction contract administration and California Building Codes, including full understanding of industry practices.

  • Demonstrated working knowledge of current project and construction costs and experience with industry standard cost estimating systems. Financial skills and knowledge to prepare and manage project budgets. Knowledge of maintenance materials and purchasing practices.

  • Thorough project management skills, including skill to manage complex projects.

  • Thorough skills in problem recognition / avoidance / resolution. Ability to work effectively in a service oriented environment, subject to frequently changing priorities, utilizing problem solving skills and sound judgement.

  • Thorough organizational and analytical skills including skill to provide high quality control. Detail oriented to accurately proof contracts and other documents.

  • Proven ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget. Experience providing direction and coordination to architects and professional design consultants; strong understanding of project budgeting, design process, bid preparation, construction, inspection and building commissioning.

  • Thorough knowledge of the organization, including its infrastructure and short and long range strategic building plans.

  • Skill at preparing plans and specifications for competitive bidding processes.

  • Demonstrated skill to effectively negotiate terms.

  • Thorough written, verbal and interpersonal communications skills including high level political acumen.

  • Strong computer skills; ability to effectively use campus provided computing resources and tools such as: Microsoft Office: Word, Excel, and Outlook. Competent in the use of various project management computing tools such as: AUTOCAD, Bluebeam, MS Project, eBuilder as well as Maintenance Management Software such as Maximo.

SPECIAL CONDITIONS
  • DOJ/FBI background check and clearances required prior to hire.

  • DMV check and clearance required prior to hire.

  • Must possess and maintain valid California Driver License.

  • Ability to work in morgues, gross anatomy and pathological laboratories where human and animal bodies or parts thereof may be in view.

Pay Transparency Act

Annual Full Pay Range: $82,500 - $151,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.51 - $72.56

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
