Position Highlights

The University of Arizona's College of Applied Science and Technology (CAST), Cyber Convergence Center (C3), is seeking a Solutions Integration Engineer with expertise in signals intelligence (SIGINT) and electronic warfare (EW) to lead the Center's complex projects in accordance with CAST's purpose, vision, and values.

This position will require the ability to multi-task in a fast-paced environment and manage assigned programs while coordinating with a variety of CAST departments and any other internal or external offices involved with the projects. This is an onsite position at the University of Arizona's Sierra Vista campus.

The Solutions Integration Engineer position will play a pivotal role in supporting expanding contracts with DoD customers. DoD customers have indicated an interest in C3 to identify and address areas where intelligence training capabilities can be improved and modernized. The position will support the development of new SIGINT programs and services that meet customers' needs.

The ideal candidate will have 10 years of experience working with senior DoD officials supporting intelligence or cyber functional areas. A willingness to work in a program that supports both civilian and U.S. government learning objectives, the ability to use critical, independent thinking, and the ability to effectively communicate.

The University of Arizona's College of Applied Science and Technology is a National Security Agency-designated Center of Academic Excellence in Cyber Operations (CAE-CO), and an Office of Director of National Intelligence designated Intelligence Community Center of Academic Excellence (IC CAE). CAST is the only UArizona college offering a Bachelor of Applied Science (BAS) Degree. Duties & Responsibilities
  • Compile and analyze complex critical intelligence tasks related to C3 programs. Leads program curriculum initiatives for C3.
  • Evaluate SIGINT knowledge, skills, and tasks for C3 and DoD programs. Analyze the gaps between current capabilities and the demands of C3 programs, providing recommendations for improvement.
  • Perform a thorough evaluation of SIGINT curricula, focusing on alignment with program goals and accuracy. Document any inaccuracies or inconsistencies and propose solutions for addressing them effectively.
  • Contribute to the advancement and growth of C3 SIGINT undergraduate certificate and degree programs.
  • Develop and manage program technical products, reports, and curricula. Apply expertise in the intelligence functional domain.
  • Develop and update labs, performance-based exercises, and knowledge-based assessment content for SIGINT programs.
  • Organize, deploy, update, and manage program course materials in VLE.
  • Provision learning content and manage access for program stakeholders and end-users.
  • Ensure accurate representation of program tradecraft prior to the distribution of solutions to end-users.
  • Solicit feedback on the effectiveness of the courseware.
  • Develop and monitor project plans including timelines, resource requirements, and budgets. Document program files, provide status updates to leadership, and disseminate information to relevant stakeholders.
  • Serve as a contact for internal and/or external stakeholders to coordinate program activities, exchange information, deliver program results and reports, etc.
  • Conduct experiments, demonstrations, and support exercises related to C3 programs.
  • Work in tandem with fellow C3 members, providing specialized knowledge for optimal outcomes.
  • Identify and implement best practices for C3 customers in the areas of intelligence or cyber.

Knowledge, Skills & Abilities:

  • Advanced understanding of how signals are generated, transmitted, and received.
  • Advanced knowledge of signal processing, spectrum analysis, and signals of interest analysis techniques.
  • Advanced understanding of electromagnetic and radio frequency fundamentals: Electromagnetic wave and signal propagation, antennas, and modulation techniques.
  • Expert knowledge on networks and communication protocols related to intercepting and interpreting relevant signals.
  • Expert ability to recommend and implement technical solutions for intelligence-related programs.
  • Expert critical thinking and problem-solving skills.
  • Expert at presenting and briefing complex topics to senior executive personnel.
  • Expert ability to adapt to changing technological landscapes and master unfamiliar tools quickly.
  • Expert organization, attention to detail, and time management skills.
  • Proficient knowledge of project management.
  • Excellent leadership and influence abilities to introduce and implement innovative solutions and lead a team.
  • Proficient ability using business management software, and technology enablers such the Office 365 Suite, Photoshop, and AI tools (i.e., CHAT GPT, Runway).
  • The ability to obtain and maintain a Top Security Clearance.
Minimum Qualifications
  • Bachelor's degree or equivalent advanced learning attained through professional level experience required.
  • Minimum of 5 combined years of relevant work experience in Intelligence and Cyber domains, or equivalent combination of education and work experience.
  • Experience working in Intelligence organizations or network Security Operations Center (SOC) organizations.
  • Experience in supporting training and exercises.
  • Experience in presenting to senior DOD and/Industry leaders.
Preferred Qualifications
  • Demonstrated experience in intelligence analysis and cyber roles.
  • Demonstrated experience working with industry or government partner organizations relevant to SIGINT.
  • An active US Top Secret clearance.
  • 3 years of relevant experience in the sub-discipline of Signals Intelligence.
  • 10 years of experience working with senior DoD officials supporting intelligence or cyber functional areas.
