The Space and Intelligence Division provides engineering services and analytic support to the Air Force, Space Force, Combatant Commands, the Intelligence Community, and NASA. Our work includes systems engineering and integration, test planning and execution, cost estimating and analysis, developing approaches and concepts to meet emerging, high priority National Defense needs, and assessing and developing cutting-edge technologies and capabilities to meet those needs.

SPA supports multiple programs at US Space Force's Space Systems Center, including the Kobayashi Maru software factory. SPA is a force enabler to USSPACECOM for POM strategies, program substantiation, JCIDS, and requirements management. We provide highly qualified expertise to NASA's Safety and Mission Assurance operations. We also deliver high-end advisory services to the Intelligence Community's in support of strategic objectives, transformation initiatives and acquisition, technical, and business processes.

Responsibilities

SPA is looking for a self-starting Senior Budget Analyst who canwork with an agile budget team in support of state-of-the-art Space programs. Will develop, maintain, and update program budget profiles for Space Systems software and hardware capabilities and services.

Key duties associated with this role include but are not limited to the following:

    Develop, review for quality, consolidate, and analyze various recurring financial reviews and activities to include: Program Management Reviews (PMR), Obligation and Expenditure execution plans, funding profiles, Unfunded Requirements, 1537s, Below Threshold Reprogramming funding packages, President's Budget (PB) and Program Objective Memorandum (POM), Budget Exhibits (P-series/R- series docs), Continuing Resolution funding requirements, Baseline Execution Review (BER), Mid-year Execution Review (MER), and Spring Program Reviews (SPR).
  • Assist with execution of Space Program budgets to include various appropriations and provide subject matter expertise for support of these budget as well as assist with the timely and accurate analysis, forecast and reporting of commitment, obligation, and expenditure data.
  • Develop, compile, and review financial tasker responses; prepare final responses for review with the Program Budget Chief; and ensure on-time submission of all taskers to the Financial and Programmatic leadership.
  • Analyze data from various government accounting systems and Program Contractor inputs/reports to support training; data collection; documentation; reconciliation of current, prior, and canceling year budgets.
Qualifications

Required Qualications

  • Active Secret clearance
  • Bachelor degree in Business Administration, Economics, Mathematics, Statistics, Data Analytics, or Engineering; will consider an equivalent combination of eduction and experience
  • 12 years of DoD, Intelligence Community, or Space Planning, Programming, Budget, and Execution (PPBE) experience
  • 3+ years of Space Programs experience
  • Excellent interpersonal skills to effectively communicate the results of evaluations and analysis

Desired Qualifications

  • Knowledge of CCaR, Livelink, SharePoint, and AF financial applications such as MOCAS, BQ, WAWF, PRMT, PIEE
  • Certified Defense Financial Manager (CDFM) certification or CDFM Acquisition Specialty (CDFM-A)

Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. California Pay Transparency Range: 120k - 200k
