Job Summary

The Chief Administrative Officer (CAO) oversees all activities related to the administration of the Department of Epidemiology and Biostatistics (DEB), including financial, personnel, systems, program and project, and facilities management. The CAO ensures compliance with University policies and procedures. Responsible for hiring and retaining a well-trained, efficient, and customer service-oriented staff, the CAO is also responsible for the careful management of the Department's equipment and space assets. Additionally, the CAO plays a leadership role in the department, serving as a member of the department's leadership team, alongside the vice chairs of the department, providing advice and support for the development and implementation of strategic plans and helping to set and develop infrastructure to support the scientific and programmatic direction of the department.

The CAO participates in immediate and long-term planning for the DEB to maximize limited resources and increase opportunities for the faculty members to focus on their research programs and teaching responsibilities. The CAO has the ability to direct, plan, budget, and implement small to large-scale projects and programs within complex organizational infrastructures. The CAO establishes and maintains timely and appropriate reporting mechanisms for the chair regarding fiscal, personnel, and other critical management areas. Exhibiting a highly collaborative ethos, the CAO serves as a liaison between other departments and ORUs, other University offices, and extramural organizations, and serves on DEB, SOM, and university advisory committees.

The CAO reports directly to the chair with a dotted line relationship to the School of Medicine Vice Dean of Administration and Finance.

Department Description

The Department of Epidemiology and Biostatistics (DEB), housed within the UCSF School of Medicine, is the largest department of epidemiology in the University of California system. The DEB is the epicenter of many of UCSF's initiatives in population health, data science and informatics, health service research, health equity, and artificial intelligence. The DEB has three missions: 1) education, 2) science, and 3) research. Its educational mission is to train students in epidemiologic and biostatistical methods for studying disease etiology and prevention, evaluating tests and treatments, and using evidence-based approaches in clinical practice and population health. The scientific mission of the DEB is to perform outstanding basic, clinical, and population health research along a spectrum from molecules to society and to develop tools for the translation of knowledge that will improve clinical practice and population health and ensure optimal use of resources. The clinical mission of the Department is to support the practice of public health and preventive medicine in local, state, national, and international health agencies.

DEB currently operates with annual expenses of approximately $60.7M. DEB comprises 273 employees, including more than 80 faculty members, 13 non-faculty academics, 17 post-doctoral scholars, graduate students, and 134 staff employees. DEB has an extensive portfolio of education programs, including several self-supporting education programs with 2 masters, 3 certificates, and a menu of courses that can be taken individually. We also have a highly successful PhD program and a Preventive Medicine Residency program.

Required Qualifications

  • Bachelor's degree in a related area and / or equivalent experience / training
  • 8+ years of directly relevant experience
  • 7+ years of leading/supervising/managing experience
  • Financial management experience; analyzing and crafting complex budgets
  • Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll
  • Very strong ability to quickly evaluate complex issues and identify multiple options for resolution
  • Excellent ability to establish metrics for department and employee goals
  • Thorough knowledge of common organization-specific and other computer application programs
  • Excellent project management skills, including the capability of managing capital projects
  • Excellent interpersonal skills to effectively lead, motivate and influence others and to develop and maintain high standards of customer service
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques
  • Ability to work in fast-paced, flexible and ambiguous conditions, handle multiple tasks and details simultaneously, and exercise sound timely judgment and take relevant responsible action as required

Preferred Qualifications

  • Experience with UC and UCSF system-wide policies and procedures regarding financial, administrative, environmental health and safety, fire safety, space utilization, and facilities management procedures
  • Background in facilities management, logistics and operations
